Introduction

The Rajasthan Skill and Livelihoods Development Corporation (RSLDC) has released an Expression of Interest (EOI) for the Mukhya Mantri Nari Shakti Kaushal Samarthya Yojana (MNSKSY) for FY 2025-26. This skill development tender aims to empanel Project Implementing Agencies (PIAs) to provide skill training to 5,000 girls and women across Rajasthan, enhancing their employability and livelihood opportunities.

Objective

The primary objectives of this EOI for Skill Development Training are:

  • Empanel 41 PIAs (29 from Skill category, 12 from Non-Skill category).
  • Provide industry-relevant skill training to unemployed/underemployed women.
  • Enhance employability and create wage/self-employment opportunities.
  • Support women from marginalized sections through focused skill initiatives.

Financial Requirements

  • Proposal Processing Fee: ₹30,000 (non-refundable; exempted for Govt./PSUs)
  • Earnest Money Deposit (EMD): ₹1,00,000 (refundable; exempted for Govt./PSUs)
  • Security Deposit (SD): ₹2,50,000 per SDC (after selection)

Scope of Work

Selected PIAs will:

  • Establish Skill Development Centers (SDCs) in allotted districts.
  • Conduct training in sectors like Healthcare, Beauty & Wellness, Retail, Logistics, IT-ITES, Handicrafts, Solar, and Apparel.
  • Ensure placement for 50% of trained candidates (20% wage employment + 30% work-from-home).
  • Install biometric attendance (AEBAS) and IP-based facial recognition systems.
  • Provide uniforms, training materials, and post-placement tracking.

Eligibility Criteria for Training Partners

  • Entity Type: Registered as Proprietorship/Partnership/Company/Society/Trust/Educational Institution.
  • Experience: Minimum 3 years of operational experience.
  • Financial Criteria:
    • Skill Category: Avg. annual turnover of ₹50 lakhs from skill/placement-linked projects.
    • Non-Skill Category: Avg. annual turnover of ₹50 lakhs from other business activities.
  • Infrastructure: Self-owned or leased training centers with capacity for 30+ trainees.
  • Blacklisting: Must not be blacklisted by any government/donor agency.

Selection Criteria

  • Evaluation Matrix (100 Marks): Based on turnover, number of SDCs, trainees placed, placement tie-ups, women-specific programs, and preference for Category ‘A’ districts.
  • Tie-Breaker: Higher turnover, training capacity, placement record, and earlier submission.

Empanelment Procedure

  1. Online submission via RSLDC portal (SSO ID).
  2. Desk appraisal by RSLDC committee.
  3. Shortlisting and issuance of Empanelment/Sanction Order.
  4. Signing of MoU and establishment of SDC within 30 days.
  5. Commencement of training programs.

Eligible Beneficiaries

  • Girls/Women aged 16–50 years, domiciled in Rajasthan.
  • Priority given to widows, divorced, single women, BPL families, SC/ST, victims of violence, SHG members, and economically backward groups.
  • Note: Male candidates are not eligible under this scheme.

Total Target to be Trained

  • 5,000 girls/women across Rajasthan.

  • Project duration: 1 year (extendable based on performance).

Funding & Payment Conditions

  • Course Cost per Hour per Trainee:
    • Category I: ₹46.70
    • Category II: ₹40.00
    • Category III: ₹33.40
  • Payments linked to training delivery, assessment, and placement outcomes as per RSLDC guidelines.

  • Hard Copy: To be submitted to RSLDC office within 5 days of online submission.
