National Safai Karamcharis Finance and Development Corporation (NSKFDC)

1. Introduction

NSKFDC, a Government of India undertaking under the Ministry of Social Justice & Empowerment, invites proposals from eligible institutions for empanelment to conduct a door-to-door survey of manual scavengers and their dependents (target group) across 17 states. The survey aims to identify beneficiaries willing to avail Skill Development Training (SDTP) and Capital Subsidy under the NAMASTE scheme (formerly SRMS).

2. Objectives

  • Identify manual scavengers/dependents not yet availed of SDTP or Capital Subsidy.
  • Ascertain their willingness to undergo skill training or pursue self-employment projects.
  • Facilitate rehabilitation through:
  • One-time cash assistance (₹40,000).
  • Skill training (with ₹3,000/month stipend).
  • Capital subsidy (up to ₹5 lakh for individuals; ₹18.75 lakh for SHGs).

4. Earnest Money Deposit (EMD) & Tender Fees

  • EMD: ₹5,000 (Demand Draft in favor of NSKFDC, payable at New Delhi).
  • Tender Fee: ₹1,000 (exempt for MSMEs with valid registration).

5. Scope of Work

  • Conduct door-to-door surveys in designated states.
  • Orientation: Educate beneficiaries about SDTP and Capital Subsidy schemes.
  • Data Collection: Use the standardized SRMS survey questionnaire (Part-IV).
  • Exclusion: Avoid surveying beneficiaries who already availed benefits (list available here).

6. Eligibility Criteria for Training Partners

RegistrationMinimum 5 years old; valid statute registration (NGOs must have NITI Aayog UID).
FinancialsAverage annual turnover > ₹25 lakh (last 3 years); audited balance sheets.
ExperienceThe organisation should have any experience in (a) conducting surveys, or
(b) Skill Development Training of Manual Scavengers, or (c) Capital Subsidy
for Self Employment Projects for Manual Scavengers
Legal ComplianceValid PAN/GST; no blacklisting, bankruptcy, or contract termination in last 3–5 years.

7. Selection Criteria

  • Technical Evaluation:
  • Compliance with eligibility (mandatory).
  • Experience in similar projects (weightage: 40%).
  • Infrastructure and manpower (weightage: 30%).
  • Financial Proposal: Cost per survey (weightage: 30%).

8. Empanelment Procedure

  1. Submission: Proposals in prescribed format (Part-V) with supporting documents.
  2. Scrutiny: NSKFDC verifies eligibility and experience.
  3. Shortlisting: Qualified agencies empanelled based on need and capacity.
  4. Work Allocation: States assigned based on organizational capability.

9. Eligible Beneficiaries

  • Manual Scavengers/Dependents:
  • Age ≥18 years.
  • Not availed SDTP/Capital Subsidy earlier.
  • Priority to women, SC/ST, and BPL candidates.

10. Total Target

  • 58,098 identified manual scavengers across 17 states (excludes those already benefited).

11. Job Roles & Focus Areas

  • Skill Training: Sanitation-related trades, entrepreneurship, vocational courses.
  • Capital Subsidy: Income-generating projects (e.g., sanitation equipment, small businesses).

  • Survey completion timeline: As per NSKFDC’s post-empanelment directives.

13. Payment Conditions

  • Milestone-based:
  • 30% on mobilization.
  • 40% on interim progress.
  • 30% on final report submission.

15. Other Terms & Conditions

  • Penalties: For non-performance or data falsification.
  • Monitoring: NSKFDC may conduct surprise inspections.
  • Amendments: NSKFDC reserves the right to modify EOI terms.
