The Gujarat Matikam Kalakari & Rural Technology Institute (GMK&RTI), on behalf of the Commissioner of Cottage and Rural Industries Department, invites Expression of Interest (EOI) from eligible agencies for empanelment as “Training Partners” to conduct Outcome-Based Skill Development Training Programs in Gujarat. This EOI (Notice No. GMK&RTI/2025-26/01) seeks proposals from reputed institutions, NGOs, training agencies, and CSR organizations to deliver structured skill training programs aligned with market demands.


Objective

The key objectives of this EOI are:

  • To empanel qualified training agencies for conducting skill development programs in Gujarat.
  • To provide livelihood-based training to artisans, enhancing their employability and income.
  • To ensure 70% placement/self-employment post-training through market linkages.
  • To promote traditional crafts and rural industries through structured skill training.

EMD & Tender Fees

  • Performance Security Deposit: 10% of the contract value (refundable upon successful completion).

Scope of Work

The selected Training Partners (TPs) will be responsible for:

  1. Mobilization & Enrollment:
    • Conducting door-to-door awareness, counseling, and trainee screening.
    • Ensuring 70% placement/self-employment post-training.
  2. Training Delivery:
    • Providing domain-specific, entrepreneurship, and soft skills training.
    • Developing Gujarati-language curriculum with market-aligned content.
  3. Assessment & Certification:
    • Conducting mid-term & final assessments with external evaluators.
    • Issuing certificates with GMK&RTI and HoD logos.
  4. Post-Training Support:
    • Providing one-year handholding for income enhancement.
    • Linking trainees with government schemes (MKY, VBY, etc.).
  5. Reporting & Compliance:
    • Maintaining real-time attendance, progress reports, and financial records.
    • Submitting weekly/monthly reports to GMK&RTI.

Eligibility Criteria for Training Partners

  1. Legal Status: Registered entity (Trust/Society/NGO/Company/CSR) in Gujarat.
  2. Experience:
    • Minimum 5 years of operation.
    • 3+ years in skill development/vocational training.
    • Trained 300+ candidates in last 5 years under Govt./PSU projects.
  3. Financial Turnover:
    • ₹50 lakhs average annual turnover in last 3 years.
    • 50% turnover from training activities.
  4. Infrastructure & Trainers:
    • Adequate training centers, tools, and raw materials.
    • Qualified trainers with 5+ years of domain expertise.
  5. Compliance:
    • PAN & GST registration.
    • No blacklisting history by any government department.

Empanelment Procedure

  1. Submission of Proposal: Online via (n)Procure Portal + Physical copy.
  2. Preliminary Scrutiny: Eligibility verification.
  3. Presentation: Shortlisted agencies present before GMK&RTI committee.
  4. Final Approval: Director GMK&RTI selects agencies based on evaluation.

Empanelment Tenure: 3 years (subject to performance review).

  • Artisans from rural & cottage industries.
  • SC/ST/Women/EWS candidates prioritized.

Total Target to be Trained

  • Batch size: 25 candidates per program.
  • Multiple batches across villages, talukas, and districts of Gujarat.

Funding & Payment Conditions

  • Milestone-Based Payments:
    • 5% after mobilization.
    • 10% after 1st week.
    • 55% after training completion.
    • 10% after 4-month handholding.
    • 20% after 1-year placement verification.
  • Penalties:
    • Dropouts: ₹14,000–₹24,000 per candidate.
    • Low Placement (<70%): 5-20% deduction.
