The National Institute for Micro, Small and Medium Enterprises (ni-msme), under the Ministry of MSME, Government of India, invites Expression of Interest (EOI) from eligible Business Development Service Providers (BDSPs) and Subject Matter Experts (SMEs) for empanelment to implement interventions for MSME development. ni-msme, a premier institute with ISO 9001:2015 certification, aims to enhance MSME growth through training, research, consultancy, and skill development programs across India.

Objective
The primary objective of this empanelment is to:
- Engage experienced service providers to support MSME development initiatives.
- Enhance the reach and effectiveness of ni-msme’s training, research, and consultancy programs.
- Foster innovation and capacity-building in the MSME sector through expert collaborations.

Scope of Work
The selected service providers will:
- Assist in project conceptualization and planning.
- Liaise with government bodies, PSUs, and stakeholders.
- Develop and implement MSME training, research, and consultancy programs.
- Monitor and evaluate project progress.
- Submit detailed reports (audio/video/paper format).
- Ensure compliance with Service Level Agreements (SLAs).
Eligibility Criteria for Training Partners
To qualify, agencies must meet the following:
- Legal Status: Registered as an Individual, Sole Proprietor, LLP, Company, or Society.
- Experience: Minimum 5 years in relevant sectors with at least 5 completed projects.
- Financials: Average annual turnover of ₹1.5 Crores in the last 5 years.
- Compliance: Valid PAN, GST, TAN registration.
- Infrastructure: Adequate resources for project execution.
Note: Existing empanelled partners need not reapply.
Selection Criteria
- Evaluation based on technical competence, past performance, financial stability, and infrastructure.
- Presentation before the Evaluation Committee (16.06.2025).
- Compliance with ni-msme’s project requirements.
Empanelment Procedure
- Submit EOI in prescribed format (Annexure-I).
- Upload payment receipts (₹10,000 + ₹25,000).
- Provide project completion certificates, financial statements, and legal documents.
- Attend technical presentation (if shortlisted).
- Final empanelment decision by ni-msme.
Empanelment Validity: 2 years (extendable by 1 year based on performance).

- Government Agencies, PSUs, NGOs, and Industry Associations.

Duration of Empanelment
- Initial Period: 2 years.

Funding & Payment Conditions
- Project-based funding as per SLA.

- No advance payment; reimbursement upon deliverables.
