The Office of the Chief Executive Officer, Zila Parishad (RD Cell) Jhalawar, invites Expression of Interest (EOI) from eligible agencies/organizations/institutions empaneled with the Construction Skill Development Council of India (CSDCI) or Directorate General of Training (DGT) for conducting onsite Rural Mason Training Level-4 for 1,000 rural masons (RMT/RPL) under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) in Jhalawar District, Rajasthan. 2. Objectives
- To provide skill enhancement training to rural masons for constructing PMAY-G houses.
- To ensure adherence to quality standards, health, hygiene, and environmental sustainability in housing construction.
- To certify trained masons through CSDCI/DGT-approved assessing bodies.

4. Financial Conditions
- EOI Bid Value: ₹138.60 Lakhs.
- Bid Form Fee: ₹2,000 (non-refundable, via DD/Banker’s Cheque in favor of CEO, Zila Parishad Jhalawar).
- E-Processing Fee: ₹2,500 (via DD favoring Managing Director, RISL, Jaipur).
- Bid Security (EMD): ₹2.772 Lakhs (2% of bid value, refundable; 0.5% for Small Scale Industries).

5. Scope of Work
- Training Delivery: Onsite training at Gram Panchayat clusters in Jhalawar District.
- Course Content: Based on CSDCI/DGT-approved Qualification Pack (QP) and state-specific PMAY-G house designs.
- Practical vs. Theory: 80% practical, 20% theoretical training.
- Key Activities:
- Pre-screening of trainees.
- Daily attendance submission for wage compensation.
- Geo-tagged progress photos of houses under construction.
- Mock assessments and final certification through CSDCI-approved bodies.
- Infrastructure: Training Providers (TPs) must arrange classrooms, tools, and logistics.
6. Eligibility Criteria for Training Partners
- Registration: Must be registered under the Societies Act/Indian Trust Act/Companies Act and empaneled with CSDCI/DGT.
- Experience: Minimum 3 years in Rural Mason Training Level-4 under PMAY-G or similar govt. projects.
- Financials: Audited financial statements for FY 2020-21 to 2024-25 with a minimum turnover of ₹10 crore.
- Office in Rajasthan: Preferred (HQ/branch/coordinating office).
- Team: Must have:
- Qualified trainers (CSDCI/DGT-certified).
- Supervisors (3+ years’ experience).
- Program Managers (1 per block) and Coordinators (1 per district).
- Blacklisting: Must not be debarred by any government entity.
7. Selection Criteria (Two-Stage Process)
Stage 1: Pre-Qualification
- Submission of mandatory documents (registration, CSDCI accreditation, audited financials, past work orders, etc.).
Stage 2: Technical Evaluation (Max 50 Marks)

- Shortlisted agencies undergo contract negotiation.
- Award of contract via Letter of Intent (LOI).
9. Eligible Beneficiaries
- Semi-skilled rural masons from Jhalawar District.
- Batch Size: 25 trainees per cluster (5 houses per cluster).
10. Total Target
- Masons to Train: 1,000.
- Houses for Practical Training: 200.
11. Job Roles & Focus Areas
- Masonry (brick/stone), plumbing, carpentry, DPC construction, lintel design, RCC roofing, IPS flooring, toilet construction, and curing techniques.
12. Duration
- Training Period: 45 days (8 hours/day).
- Contract Validity: 1 year from agreement date.
- Timeline:
- 30% training must start within 1 month of work order.
- 100% training within 3 months.
13. Funding & Payment Terms
- Honorarium: ₹38.50/hour/resource person (8 hours/day).
