1. Introduction and Background

4. Tender Fee, EMD, and Performance Guarantee
- Application Fee: A non-refundable fee of ₹500 must be submitted via Demand Draft in favor of “WBMDFC” payable at Kolkata, or through RTGS/NEFT to the specified bank account.
- EMD / Security Deposit: An amount of ₹20,000 must be submitted along with the application. This is refundable to unsuccessful bidders one month after the work order is issued to the successful bidder.

5. Scope of Work
The empanelled Training Provider (TP) will be responsible for the end-to-end execution of the training program:

7. Eligibility Criteria for Training Providers
Applicants must meet the following criteria to be considered:
- A. General Criteria:

- Minimum 3 years of registration as of the notification date.
- B. Financial Capability:
- Positive Net Worth as of 31.03.2025.
- Must submit audited financial statements for FY 2022-23, 2023-24, and 2024-25.

9. Empanelment Procedure and Submission Mode
- Empanelment Duration: Initial empanelment is for one year, renewable based on performance.

- Folder A (Physical Submission): Contains the undertaking (Annex 1), Power of Attorney (Annex 2), and a CD with soft copies of Annexures. This must be submitted in a sealed envelope to the WBMDFC office.
- Folder B (Online Upload): All other documents (Certificates, Financials, Technical Info) must be scanned and uploaded on the portal www.wbtenders.gov.in using a Digital Signature Certificate.
