On 20th June 2020, the Government of India has launched a new scheme named the Garib Kalyan Rojgar Abhiyaan (GKRA), an initiative to tackle the impact of COVID-19 on shramik (migrant) workers in India.
It is a rural public works scheme with initial funding of ₹50,000 crores. Garib Kalyan Rojgar Abhiyaan (GKRA) aims to give 125 days of employment to 670,000 lakhs migrant workers, approximately two-thirds of the total migrant labourer force that has gone back to rural areas.
The scheme covers 116 districts (list attached below) in six States as below:
- Bihar
- Uttar Pradesh
- Madhya Pradesh
- Rajasthan
- Odisha
- Jharkhand
The scheme is a joint effort by 12 different Ministries/Departments and covers 25 categories of works/ activities.
Objectives of Garib Kalyan Rojgar Abhiyaan (GKRA):
The Garib Kalyan Rojgar Abhiyaan (GKRA) aims at initiating public works, construction activities and other economic activities on a large scale to meet the livelihood and income requirements of migrant workers and similarly affected rural citizens.
The Garib Kalyan Rojgar Abhiyaan (GKRA) has the following broad objectives:
- Provide for immediate employment opportunities to returnee migrant workers and similarly affected rural populations.
- Saturate villages with public infrastructure and assets
- Set Stage for enhancing longer-term livelihood opportunities.
Target Allocation Strategy under the Scheme
Ministry of Skill Development and Entrepreneurship (MSDE) has directed National Skill Development Corporation (NSDC) to revise the target allocation strategy for Short Term Training (STT) under Garib Kalyan Rojgar Abhiyaan (GKRA).
National Skill Development Corporation (NSDC) will follow the Target allocation strategy for Short Term Training (STT) on the basis of defined preferences numbered from First to Nine as per the PIAs affiliation type and availability of training facilities in the proposed districts.
