The Rajasthan Centre of Advanced Technology (R-CAT), under the Department of Information Technology & Communication (DoIT&C), Government of Rajasthan, invites e-Bids from eligible training partners for conducting various industry-recognized certification programs, faculty development programs (FDPs), workshops, seminars, and short-term courses. This Rate Contract will be valid for two years, with a possible one-year extension based on performance. Training will be conducted in offline (face-to-face) and instructor-led online modes at R-CAT centers or approved locations.
Objective
The primary objectives of this procurement are:
- To provide industry-recognized certifications in IT and emerging technologies.
- To enhance the employability of students and professionals in Rajasthan.
- To facilitate faculty development programs (FDPs) for academic staff.
- To offer credit-based courses aligned with university curricula.
- To conduct workshops, seminars, and short-term courses on advanced technologies.

Note:
- EMD must be submitted for each package separately.
- Non-submission of EMD will lead to bid rejection.
Scope of Work
The selected training partners will be responsible for:
- Training Delivery – Conducting courses in emerging technologies (AI, Cybersecurity, Cloud Computing, Robotics, etc.).
- Attendance & Assessments – Maintaining attendance records and conducting mock tests.
- Certifications – Issuing course completion certificates and facilitating global certification exams.
- Learning Management System (LMS) – Providing SCORM-compliant LMS access.
- Feedback Collection – Gathering participant feedback (minimum 80% satisfaction required).
- Record Sharing – Submitting training reports, attendance logs, and performance metrics to R-CAT.
Eligibility Criteria for Training Partners
Mandatory Requirements:
- Legal Entity – Registered under the Indian Companies Act, 1956/2013, Partnership Act, 1932, or LLP Act, 2008.
- Financial Turnover – Minimum ₹20 Crores average annual turnover (IT/ITeS) in the last three years (2021-22 to 2023-24).
- Net Worth – Must be positive as of 31st March 2024.
- Tax Compliance – Valid GST & PAN registration.
- No Blacklisting – Must not be debarred by any government/PSU in the last 10 years.
Additional Conditions:
- Consortium bids are not allowed.
- OEM Authorization Required – If the bidder is not an OEM, they must submit a Manufacturer’s Authorization Form (MAF).
Selection Criteria (LCBS – L1 System)
- Least Cost-Based Selection (LCBS) – The bidder quoting the lowest cost per package will be selected.
- Zero-cost bids will be rejected.
- Technical Compliance – Bidders must submit all required documents (Annexures 1-11).
Empanelment Procedure
- Bid Submission – Online via http://eproc.rajasthan.gov.in.
- Technical Evaluation – Verification of eligibility documents.
- Financial Bid Opening – Only technically qualified bidders will be considered.
- Work Order Issuance – Successful bidders will receive rate contracts for two years.

- Students from colleges/universities in Rajasthan.
- Faculty members (for FDPs).
- Government employees (for workshops/seminars).
Total Target to be Trained
- No minimum guarantee – Training volume will be decided by R-CAT.
- Batch-wise payments – Based on successful completion and certification.

Funding & Payment Conditions
- 100% payment upon successful course completion and certification.
- No payment for candidates failing certification exams.
- 15% administrative charges deducted by R-CAT.

Other Key Terms & Conditions
- Price Fall Clause – If a bidder reduces prices for similar training elsewhere, R-CAT will adjust rates accordingly.
- Penalties for Non-Compliance – Up to 20-50% of batch cost for trainer absence, low feedback scores, or high failure rates.
- Digital Signature Certificate (DSC) – Mandatory for e-Bid submission.
- Force Majeure Clause – Contract termination allowed for delays beyond 60 days due to unforeseen events.
