2. Objective of the RFP
The primary objective of this skill RFP is to select and empanel four STPs, one for each of the four designated zones in Haryana. The empanelment aims to:

4. Earnest Money Deposit (EMD) & Tender Fee

7. Selection Criteria
The selection of STPs will be based on a 100-mark evaluation system. A minimum qualifying score of 70 marks is required.

8. Empanelment Procedure
- Bid Submission: Bidders submit their proposals online through
https://etenders.hry.nic.in, including all required documents, EMD, and processing fee. - Technical Evaluation: A committee evaluates bids based on the Eligibility and Selection Criteria. Bidders scoring 70 marks or more are shortlisted and ranked in a merit list.
- Zone Allocation: The four top-ranked bidders are allocated zones based on their preference order (Annexure 3). The top-ranked bidder gets their first choice, and so on. Each STP is allocated only one zone.
- Award of Contract: Successful bidders receive a Letter of Intent (LoI) and must sign a contract on a ₹50 non-judicial stamp paper within 15 days.

12. Duration of Empanelment & Training
- Empanelment Tenure: The initial empanelment is for two (2) years, which may be extended for one more year on mutual agreement, subject to satisfactory performance.

- Training Duration: Each job role requires 120 hours of training.
13. Funding and Payment Conditions

15. Other Key Terms and Conditions
