The Assam Minorities Development Board (AMDB), a sub-organization under the Welfare of Minorities & Development Department, Government of Assam, has issued a Request for Proposal (RFP). The objective is to empanel reputed educational institutions to implement a General Nursing and Midwifery (GNM) course for the educational and skill development upliftment of notified minority communities in Assam for the scheme year 2025-26.

Objective
The primary objective of this RFP is to select a competent Training Partner (End Implementing Agency) to provide high-quality GNM education and hostel facilities to approximately 18 selected beneficiaries from minority communities, thereby enhancing their employability and contributing to their socio-economic development.

Earnest Money Deposit (EMD)
- Amount: ₹1,25,000 (Rupees One Lakh Twenty Five Thousand Only).
- Mode: Online payment through the e-Procurement portal (

). - Refund: EMD of unsuccessful bidders will be refunded. The successful bidder’s EMD will be released upon signing the contract and submitting the Performance Security.
- Forfeiture: EMD will be forfeited for false declarations or claims.

Scope of Work
The selected training partner will be responsible for:
- Conducting a full-time, 3-year GNM course for around 18 beneficiaries.
- Providing qualified faculty and uninterrupted classes for the entire duration.
- Arranging separate hostel accommodation for boys and girls, including food.
- Providing transportation facilities for students.
- Supplying one pair of uniforms, all prescribed course materials, and books to each trainee.
- Awarding a Course Completion Certificate after successful completion.
- Submitting monthly progress reports of each student to AMDB for monitoring.
- Allowing AMDB officials to conduct physical inspections of classes and hostels.
Eligibility Criteria for Training Partners
Institutions must meet the following mandatory criteria:
- Legal Registration: Registered in Assam as a Society, Trust, Company, Proprietorship, or Partnership. Joint Ventures/Consortiums are not allowed.
- Valid Certificates: Must possess a valid Registration Certificate, PAN, and up-to-date GST Certificate.
- Mandatory Affiliation: Must have Recognition/Affiliation from the Indian Nursing Council (INC)/Assam Nursing Council (ANC)/Srimanta Sankaradeva University of Health Sciences (SSUHS) for the academic year 2025-26.
- Financial Turnover: Minimum average annual turnover of ₹300.00 lakhs for the last three financial years (2022-23, 2023-24, 2024-25).
- Experience:
- Credential of training and placing at least 200 students in paramedical/nursing courses in the last 3 years.
- Minimum 5 years of work experience with the Government of Assam or AMDB in paramedical/nursing courses.
- Infrastructure: Institution, classroom, and lab infrastructure must meet ANC/INC/SSUHS guidelines.
- Hostel: Must have a valid trade license for both boys’ and girls’ hostels.
- Blacklisting: The institution must never have been blacklisted by any government department/agency.
Selection Criteria
The selection will be a two-bid process:
- Technical Bid Evaluation: Bids will be evaluated based on the eligibility criteria and documentation provided (Tech Forms 1-11). Only technically qualified bidders will proceed to the next stage.
- Financial Bid Opening: The financial bids (Fin Form 1) of only technically qualified bidders will be opened.
Empanelment Procedure
- Submission of proposals online via
https://assamtenders.gov.in
and hard copies to the AMDB office. - Technical bid opening by the Bid Evaluation Committee.
- Evaluation of technical eligibility.
- Financial bid opening of technically qualified bidders.
- Award of work is subject to physical verification of the institution’s infrastructure by AMDB.
- The successful bidder must sign a contract and submit a Performance Security within 10 days of award.

Eligible Beneficiaries
The program is exclusively for 18 beneficiaries belonging to the notified minority communities of Assam.

Duration
The course duration is 3 (three) years from the date of contract award.
Funding and Payment Conditions
- Performance Security: The successful bidder must deposit 8% of the total sanction order value as a Performance Security (via Bank Guarantee/FD from a nationalized bank).
- No Advance Payment: No advance payment will be released.
- Proportional Payment: Payment will be made based on the actual number of candidates enrolled and as per the terms of the MoU.
- Non-Negotiable Rates: The quoted unit cost per candidate is fixed and non-negotiable for the contract tenure.
- No Interest for Delay: No claims for interest on delayed payments will be entertained.
- Tax Deduction at Source (TDS): Statutory TDS will be deducted from all payments.

- Hard Copy: Hard copies of “Key Documents” must also be submitted to the AMDB office address by the deadline.

Other Important Terms and Conditions
- Conflict of Interest: Bidders must avoid conflicts of interest and disclose any potential conflicts.
- Proposal Validity: Proposals must remain valid for 180 days from the technical bid opening date.
- Right to Reject: AMDB reserves the right to reject any or all proposals without assigning any reason.
- Annulment of Contract: Contract can be annulled and Performance Security forfeited for breach of terms, including failure to impart training or providing false information.
- Arbitration: Disputes will be settled under the Indian Arbitration and Conciliation Act, 1996, with courts in Guwahati having exclusive jurisdiction.
- Franchising Prohibited: The selected institution is strictly prohibited from franchising or subcontracting any part of the work.
