This tender invites eligible Skill Training Providers affiliated with NSDC/CSDCI to submit proposals for conducting structured training programs across Assam’s rural blocks.
Objective
The primary objective of this RFP is to:
- Enhance the skills of rural populations in masonry under PMAY-G.
- Promote quality construction of houses as per government-approved designs.
- Ensure employment opportunities for trained masons in rural infrastructure projects.

Tender Fees & EMD

Scope of Work
The selected Training Providers (TPs) will:
- Conduct 80% practical & 20% theoretical training.
- Use local language for instruction.
- Train masons as per Qualification Pack Code: CON/Q3603 (NSQF Level 3.5).
- Assist in material procurement for PMAY-G beneficiaries.
- Maintain daily attendance, progress reports, and video documentation.
- Arrange assessments & certification through CSDCI/DGT-approved bodies.
- Ensure 80% pass percentage for trainees.
Eligibility Criteria for Training Providers
Training Providers must meet the following criteria:
- Affiliation: Must be accredited by NSDC or CSDCI.
- Legal Registration: Registered under Society Registration Act, Indian Trust Act, or Companies Act.
- Experience: Successfully trained 1,000+ candidates under PMAY-G in the last 3 financial years.
- Office in Assam: Must have a registered office/branch in Assam (preferably Guwahati).
- Financial Records: Submit audited financial statements for the last 3 years.
- Trainer Qualifications: Must provide certified trainers as per NSQF Level 3.5.
- No Blacklisting: Must not be debarred by any Central/State Government.
Selection Criteria
Proposals will be evaluated based on:
- Past Performance (50%) – Experience in PMAY-G/RPL training.
- Technical Capacity (30%) – Availability of qualified trainers & infrastructure.
- Financial Stability (20%) – Audited turnover & compliance.
Empanelment Procedure
- Submission of Proposals – Online via Assam Tenders Portal.
- Technical Evaluation – Verification of eligibility documents.
- Performance Review – Assessment of past PMAY-G training records.
- Contract Award – Successful TPs will receive a Preliminary Work Order.
- Agreement Signing – Valid for 12 months (extendable).
Eligible Beneficiaries
- Rural masons & construction workers under PMAY-G.
- PMAY-G beneficiaries whose houses serve as training sites.
Total Target Trainees
- Minimum 1,000 candidates trained in the last 3 years (as per eligibility).
- Batch-wise training as per department requirements.
Job Role & Course Details
- Qualification Pack: CON/Q3603 (Version 4.0, NSQF Level 3.5).
- Focus Area: Rural masonry, construction techniques, PMAY-G housing norms.
- Duration: As per MSDE Common Norms (currently Rs. 53.90/hour per trainee).
Funding & Payment Terms
A) RPL Mode (Recognition of Prior Learning)

- Validity of Proposal: 180 days from submission.
- Performance Security: 5% of contract value (BG/FDR/TDR).
- Anti-Corruption Clause: Proposals may be rejected for unethical practices.
