Objective

The key objectives of this RFP include:

Elimination of open defecation and manual scavenging.
Ensuring source segregation of solid waste and scientific waste management.
Promoting behavioral change through Information, Education, and Communication (IEC) campaigns.
Capacity building for ULBs, sanitation workers, and citizens.
Achieving ODF/ODF+/ODF++/Water+ certification and Garbage Free City (GFC) star rating.
Enhancing Swachh Survekshan rankings through effective documentation and field activities.

Earnest Money Deposit (EMD)

EMD Amount: ₹1,79,804/- (Rupees One Lakh Seventy-Nine Thousand Eight Hundred Four Only).
Mode of Payment: Online payment via the GNIDA tender portal.
Refund: EMD will be refunded to unsuccessful bidders within 30 days of contract signing.
Forfeiture Conditions:
Withdrawal/modification of bid during validity.
Failure to sign the agreement.
Any attempt to influence the evaluation process.

Bid Document Cost: ₹2,079/- (Non-refundable).
Payment Mode: Online through the GNIDA e-procurement portal.

Scope of Work

The selected NGO will be responsible for:

Field Monitoring & Surveys:

Conducting sanitation and waste management surveys.
Identifying open defecation spots and garbage vulnerable points (GVPs).
Geo-tagging waste collection points.

IEC & Awareness Campaigns:

Conducting Nukkad Natak, rallies, workshops, and community meetings.
Designing and distributing IEC materials (banners, pamphlets, wall paintings).
Promoting source segregation and home composting.

Capacity Building & Training:

Training sanitation workers, RWAs, and students.
Organizing health camps and livelihood programs for sanitation workers.

Documentation & Compliance:

Assisting in Swachh Survekshan, ODF, and GFC documentation.
Maintaining MIS reports and uploading data on SBM portal.

Waste Management:

Monitoring door-to-door waste collection and segregation.
Ensuring scientific disposal of solid and liquid waste.

Eligibility Criteria for NGOs

Legal Status:

Registered under Trust Act, Societies Act, or Section 8 of Companies Act.
Must have PAN, GSTN, and EPF registration.

Financial Capacity:

Average annual turnover of at least ₹26.97 Lakhs in the last 3 out of 4 financial years (2020-21 to 2023-24).

Experience:

Minimum 3 similar projects (costing at least 40% of estimated cost: ₹35.25 Lakhs).
Experience in IEC, capacity building, or Swachh Survekshan projects for cities with 3-10 lakh population.

Manpower:

At least 50 technically qualified staff on payroll.

Liquid Assets:

Minimum 12% of project cost (₹10.78 Lakhs) as liquid assets.

Selection Criteria

Technical Evaluation (Qualifying Marks):
Compliance with eligibility criteria (mandatory).
Past experience, manpower, and financial stability.
Financial Evaluation (L1 System):
The lowest bidder (L1) meeting technical qualifications will be selected.

Empanelment Procedure

Submission of Proposals: Online via UP e-procurement portal (https://etender.up.nic.in).
Technical Evaluation: Only technically qualified bids proceed to financial bid opening.
Financial Bid Opening: Lowest bidder (L1) selected.
Contract Award: Selected NGO must sign the agreement within 15 days of LOI.

Sanitation workers, RWAs, schools, and bulk waste generators.

Total Target to be Trained

Training for 500+ sanitation workers, RWAs, and students.
Awareness programs for 10,000+ households.

Duration

Project Duration: 12 months (extendable based on performance).

Funding & Payment Conditions

Total Estimated Cost: ₹88.13 Lakhs.
Payment Schedule:
24 equal installments based on deliverables.
Penalty for delays: 1% per week of invoice amount.
Performance Security: 5% of contract value (adjustable from EMD).

Other Terms & Conditions

Conflict of Interest: NGOs must disclose any conflicts.
