RFP Summary:

1. Introduction

Vadhvan Port Project Limited (VPPL), a joint venture between Jawaharlal Nehru Port Authority (JNPA) and Maharashtra Maritime Board (MMB), is developing Vadhvan Port with a vision to rank among the top 10 global ports. The project aims to generate significant employment opportunities, including 12 lakh direct and 1 crore indirect jobs. To support this, VPPL is implementing a Skill Development Program to train and upskill local youth, particularly from 44 villages in Dahanu-Palghar, Maharashtra.

VPPL invites proposals from eligible Training Service Providers (TSPs) to conduct skill development programs aligned with the National Skills Qualifications Framework (NSQF). The selected TSP will be responsible for training approximately 35,000 candidates over three years, with potential extension for two more years.

  • Provide vocational training to enhance employability and entrepreneurship opportunities for local communities.
  • Align training programs with industry requirements and NSDC standards.
  • Ensure high-quality training delivery, assessment, and placement support.
  • Promote sustainable employment through skill development initiatives.

4. Earnest Money Deposit (EMD)

  • Amount: ₹1,77,00,000 (Including 18% GST)
  • Mode: Online payment via e-Tendering portal or Bank Guarantee in favor of VPPL.
  • Validity: 180 days from the bid opening date.
  • Refund: EMD will be returned to unsuccessful bidders; forfeited if terms are violated.

6. Scope of Work

The selected TSP will:

  • Conduct end-to-end skill training for ~35,000 candidates in NSQF-aligned job roles.
  • Mobilize, enroll, and train candidates in batches of 30-50.
  • Ensure 70% attendance and 50% placement (50% wage employment).
  • Provide training infrastructure, materials, and certified trainers.
  • Facilitate assessments through Sector Skill Councils (SSCs).
  • Offer post-placement support for 3 months.
  • Submit progress reports and compliance documentation.

7. Eligibility of Training Partners

A. Legal & Financial Criteria

  • Must be a registered entity in India (Company/LLP) for at least 8 years.
  • Turnover Requirement:
  • Sole Bidder: Avg. annual turnover of ₹22.5 Cr (last 3 years).
  • Consortium: Lead member (₹18 Cr), Other member (₹4.5 Cr).
  • Positive net worth as of 31 March 2024.

B. Experience & Certifications

  • Minimum 5 years in vocational/skill training.
  • Affiliation with NSDC/SSCs or Maharashtra Govt. training programs.
  • ISO Certifications (at least 3): 9001, 20001, 27001, or 14001.
  • Past Projects:
  • 3 projects (₹30 Cr each) OR
  • 2 projects (₹37.5 Cr each) OR
  • 1 project (₹60 Cr).
  • Employee strength: 100+ (Lead Bidder), 25+ (Other Member).

C. Blacklisting & Integrity

  • No debarment by any Govt./PSU in the last 7 years.
  • Must submit Integrity Pact (Annexure-12).

8. Selection Criteria

A. Technical Evaluation (80% Weightage)

  • Organizational Competence (30 Marks): Years of operation (7+ years = 15 marks), SSC affiliations (6+ SSCs = 15 marks).
  • Experience (60 Marks): Projects in Maharashtra (30 marks), large-scale training (35,000+ candidates = 30 marks).
  • Approach & Methodology (10 Marks).

B. Financial Evaluation (20% Weightage)

  • Bidder must quote a percentage adjustment (±20%) to the base rate of ₹35/hour/trainee.
  • Lowest compliant bidder scores 100; others ranked proportionally.

9. Empanelment Procedure

  1. Pre-Qualification: Submit eligibility documents (Annexure-2).
  2. Technical Bid: Upload supporting documents (Annexure-3).
  3. Financial Bid: Only for bidders scoring ≥70/100 in technical evaluation.
  4. Contract Award: Top-ranked bidder signs agreement within 15 days of LOA.

10. Eligible Beneficiaries

  • Youth from 44 villages in Dahanu-Palghar district.
  • Priority to marginalized groups, women, and economically weaker sections.

11. Total Target to be Trained

  • Initial Target: 35,000 candidates in 3 years.
  • Extension: Additional targets may be assigned post-review.

23 NSQF-aligned roles, including:

  • Plumber, Electrician, Welder, Food Processing, Beauty Therapy, Nursing, E-Vehicle Repair, Solar Panel Installation, etc.

13. Duration

  • Contract Period: 3 years (extendable by 2 years).
  • Training Duration: Varies by course (200–720 hours).

17. Other Terms & Conditions

  • Liquidated Damages: 0.5% of undelivered service value for delays.
