Expression of Interest (EOI) – Empanelment of Vocational Training Providers (VTPs)
1. Introduction:
The Jharkhand Education Project Council (JEPC) invites online competitive bids/EOI from NSDC-approved or Jharkhand State (JSDMS) empaneled Vocational Training Providers (VTPs) for implementing vocational education in 414 school units under PM SHRI, Samagra Shiksha, and State Budget. The program aims to integrate employability skills into school education as per the National Skill Qualification Framework (NSQF).

2. Key Dates:
- EOI Release Date: 7th March 2025
- Online Availability of Bid Document: 10th March 2025 (11:00 AM) – 24th March 2025 (06:00 PM)
- Pre-Bid Meeting: 17th March 2025 (12:00 PM)
- Bid Submission Deadline: 24th March 2025 (06:00 PM)
- Opening of Technical Bids: 26th March 2025 (11:00 AM – 06:00 PM)
- Opening of Financial Bids: To be announced after the technical evaluation
3. Tender Fee & Earnest Money Deposit (EMD):
- Tender Fee: INR 10,000 + 18% GST (Total INR 11,800)
- EMD: Sector-wise (Refer to Table 2 in the EOI document)
- Payment Method: Online via Jharkhand e-Tendering portal
4. Objectives:
- To implement vocational education programs in 136 PM SHRI schools, 59 Samagra Shiksha schools, and 24 NSCBAV schools.
- To train students in 12 vocational sectors under NSQF.
- To provide employment-oriented skills for better career opportunities.
- To establish a structured vocational training framework in Jharkhand’s school education system.
5. Scope of Work:
- Deploy Vocational Trainers (VTs) and Vocational Coordinators (VCs) in identified schools.
- Conduct theory and practical vocational training as per NSQF guidelines.
- Organize guest lectures, industry visits, internships, and workshops.
- Ensure assessment and certification in collaboration with the respective sector skill councils.
- Implement career counseling, placement support, and alumni tracking.
6. Eligibility Criteria for Training Partners:
- Legal Registration: Must be a registered entity under Companies Act, Societies Act, or Trust Act.
- Experience: Minimum 2 years of experience in providing vocational education.
- Financial Stability:
- Minimum turnover of INR 60 Lakhs in at least two of the last three financial years.
- Positive net worth in the last two years.
- Accreditation: Must have prior experience in vocational training programs aligned with NSQF.
- Non-Blacklisting Clause: The bidder must not be blacklisted by any government agency.
7. Selection Criteria:
- Technical Proposal (70% Weightage):
- Experience in vocational education programs.
- Number of trained students in the past three years.
- Placement record in previous training programs.
- Proposed methodology and implementation strategy.
- Financial Proposal (30% Weightage):
- Lowest bid (L1) evaluation method will be used.
8. Eligible Beneficiaries:
- Students from PM SHRI, Samagra Shiksha, and NSCBAV schools in Jharkhand.
- Youth seeking vocational education and career development opportunities.
- Teachers and educational institutions involved in skill-based education.

10. Duration of Training:
- Academic Year-Based: Courses will be aligned with the school curriculum.
- Industry Exposure: Includes 80-hour internships and industry visits.
11. Payment Conditions:
- Payments will be released quarterly based on performance milestones.
- Honorarium for Vocational Trainers: INR 20,000 per month.
- Honorarium for Vocational Coordinators: INR 30,000 per month.
- Management Charges: Maximum 15% based on L1 bid.
- Penalties apply for non-compliance, delays, and failure to meet training standards.

13. Other Terms & Conditions:
- Performance Security: Selected bidders must submit a Performance Bank Guarantee (PBG) as per sector-wise requirements.
- Contract Period: 2 years, extendable based on performance.
- Legal Jurisdiction: Any disputes will be subject to Ranchi jurisdiction.
- Termination Clause: JEPC reserves the right to terminate the contract in case of non-performance.
- Industry Collaboration: VTPs must ensure partnerships with industries for internships and placements.
