1. Introduction

HC1 Care Foundation, a Section-8 company under the Companies Act, 2013, and the philanthropic arm of Highways Infrastructure Trust (HIT), invites proposals for Project Saksham. This initiative focuses on providing short-term residential skill training to marginalized communities, including SC/ST, women, PwDs, and economically backward groups, in remote and aspirational districts. The goal is to enhance employability and ensure minimum 75% placement for trained candidates.

2. Objectives

  • Provide skill training in high-demand sectors like Healthcare, Electrician, BFSI, and Retail Sales.
  • Ensure 75% placement for trained candidates.
  • Support marginalized groups and remote geographies.
  • Promote innovative training models linked to entrepreneurship.

4. Earnest Money Deposit (EMD) & Tender Fees

  • No EMD or tender fees are applicable for this RFP.

5. Scope of Work

  • Conduct residential training programs in Ayodhya District, Uttar Pradesh (or as directed).
  • Train 500 candidates in sectors like:
    • General Duty Assistant (Healthcare)
    • Multi-skilled Electrician
    • BFSI (Banking, Financial Services, Insurance)
    • Retail Sales Management
  • Provide lodging, boarding, and training facilities.
  • Ensure minimum 1-month classroom training + 15 days on-the-job training.

6. Eligibility of Training Partners

Applicants must meet the following criteria:

  • Registered as a Trust, Society, or Section-8 Company.
  • Minimum 3 years of operational experience.
  • Audited financial statements for the last 3 years.
  • Active 12A & 80G registrations.
  • Not blacklisted by any government body.
  • Experience in CSR projects and community development.
  • NITI Aayog/NGO Darpan registration.

7. Selection Criteria

Proposals will be evaluated on:

  • Organization Strength (Experience, Infrastructure, Financial Health).
  • Proposal Strength (Innovation, Inclusion, Placement Strategy).
  • Past Performance (Placement records, Sector expertise).

8. Empanelment Procedure

  • Stage 1: Shortlisting based on eligibility and document verification.
  • Stage 2: Desk evaluation of proposals by HC1 Care Foundation.
  • Final selection and MoU signing with successful applicants.

9. Eligible Beneficiaries

  • Marginalized groups (SC/ST, Women, PwDs, Economically Backward).
  • Candidates from remote, rural, or aspirational districts.

10. Total Target to be Trained

  • 500 candidates (or as agreed by HC1 Care Foundation).

11. Job Roles / Focus Areas

  • Healthcare: General Duty Assistant
  • Technical: Multi-skilled Electrician
  • BFSI: Banking, Financial Services, Insurance
  • Retail: Sales Management

12. Duration

  • 1-month classroom training + 15 days on-the-job training.

13. Funding & Payment Conditions

  • 50% advance payment upon MoU signing.
  • 50% milestone-based payment (linked to placements and training completion).
