Objective of the EOI
The primary objective is to empanel qualified training partners to deliver skill development programs under NSL’s projects. The focus is on:
- Enhancing technical and vocational skills.
- Increasing employability in sectors like construction, electrical, mechanical, IT, and event management.
- Providing end-to-end training solutions in collaboration with government and private entities.

Scope of Work
The empaneled training partners will be responsible for:
- Operation & Maintenance Training
- Civil & Electrical Maintenance
- HVAC, Firefighting, Solar Plants, STP/ETP, DG Sets
- Security & Housekeeping Services
- Interior Fit-Out & Renovation Training
- Civil & Electrical Works
- IT Infrastructure, CCTV, EPBAX, Wi-Fi, LAN
- Comprehensive Event Management Training
- Stage Setup, Branding, AV Setup, Catering
- Manpower Supply & Skill Development
- IT, Legal, HR, Media, Finance, Admin domains
Eligibility Criteria for Training Partners
Interested bidders must meet the following pre-qualification criteria:
- Registered under Indian Companies Act, Partnership Act, LLP Act, or Society/Trust Act.
- Minimum 3 years of operational experience.
- Positive net worth (Class A: >₹0.5 Cr, Class B: >₹1 Cr, Class C: >₹2 Cr).
- Minimum financial turnover:
- Class A: ₹2 Cr (Avg. last 3 years)
- Class B: ₹2.5 Cr
- Class C: ₹5 Cr
- Trained at least 50,000–1,00,000 candidates in the last 3 years.
- ISO Certification preferred.
- Not blacklisted/debarred by any Govt./PSU.

Empanelment Procedure
- Submission of EOI (Online + Hard Copy).
- Technical Evaluation (70% threshold in Part A).
- Presentation Round (30 marks).
- Final Empanelment (Valid for 2 years, extendable to 3 years based on performance).
Eligible Beneficiaries
- Unskilled/semi-skilled workers.
- Job seekers in construction, electrical, IT, and event management.
- Candidates from rural/urban areas under Govt. skill schemes.
Total Target to be Trained
- Minimum 50,000 candidates (for eligibility).
- Higher preference for agencies with 1,00,000+ trained candidates.
