Objective
The primary objective of this RFP is to:
- Empanel reputed Training Partners (TPs) with prior experience in skill development programs like PMKVY, DDU-GKY, or State Skill Development Missions.
- Ensure verifiable placement tie-ups with industries/employers.
- Train and place eligible candidates in various sectors as per Bihar’s employment demand.
- Strengthen the skill ecosystem in Bihar through standardized training, assessment, and certification.

Scope of Work
Selected Training Partners will be responsible for:
- Mobilization & Counseling – Identifying and enrolling eligible candidates.
- Training Delivery – Conducting NSQF-aligned courses with qualified trainers.
- Infrastructure Setup – Establishing training centers with necessary facilities (CCTV, biometric attendance, labs, etc.).
- Placement Assurance – Ensuring minimum 50% placement (wage/self-employment).
- Post-Placement Tracking – Monitoring candidates for 12 months post-placement.

Empanelment Procedure
- Submission of Proposal – Online via E-Proc Portal.
- Technical Evaluation – Shortlisted TPs present before BSDM committee.
- Performance Guarantee Submission – ₹50,000 per center (Demand Draft).
- MoU Signing – With respective department within 30 days of selection.
- Target Allocation – Based on district preference, LOIs, and performance.

Training Duration & Funding
- Duration: Minimum 200 hours (varies by course)
- Training Cost:
- Category 1: ₹48.5/hour/candidate
- Category 2: ₹41.5/hour/candidate
- Category 3: ₹34.6/hour/candidate
- Payment Milestones:
- 30% after 1/3rd course completion
- 30% post-assessment
- 20% after 50% placement
- 20% after 12-month tracking
Mode of Submission

- Digital Signature Certificate (DSC) Required

Other Key Terms & Conditions
- No Subcontracting – Training must be conducted directly.
- Blacklisting Clause – Violations lead to disqualification for 3 years.
