Objective
The primary objective of this initiative is to transition from conventional livelihood schemes to modern, technology-driven skill development. The project aims to equip 500 SC beneficiaries with DGCA-certified drone pilot licenses, enabling them to pursue employment and entrepreneurship opportunities in various fields such as agricultural spraying, surveying, mapping, videography, surveillance, and monitoring.

Earnest Money Deposit (EMD)
- EMD Amount: ₹3,00,000 (Three Lakh Rupees)
- Mode of Deposit: Online payment via the e-tendering portal.
- Exemption: EMD is exempted for State/Central Government Institutes and MSMEs registered in Haryana.
- Refund: The EMD will be refunded to the successful bidder upon receipt of the Performance Security.
Tender Fees
- Bid Document Fee: ₹5,000 (Non-refundable)
- E-Service Processing Fee: ₹1,180 (Inclusive of GST, Non-refundable)
- Total Fee Payable: ₹6,180
- Mode of Payment: Online via Debit Card, Net Banking, or RTGS/NEFT through the e-tendering portal.
Scope of Work
The selected agency will be responsible for:
- Providing DGCA-approved drone pilot training to 500 SC candidates.
- Conducting training in both Hindi and English.
- Establishing training centres within at least 5 districts of Haryana.
- The training curriculum must include:
- 5 days of theoretical and practical training as per DGCA norms.
- 3 days of specialized operational training for applications like Agri-spraying, videography, survey, mapping, etc.
- Providing boarding and lodging facilities for all trainees.
- Ensuring all 500 trainees receive a valid Drone Pilot License Certificate from DGCA.
- Submitting batch-wise and month-wise progress reports to HSFDC.
Eligibility Criteria for Training Partners
Bidders must meet the following technical and financial criteria to be eligible:
- Legal Entity: Must be a DGCA-approved Remote Pilot Training Organization (RPTO), registered company, partnership firm, or society.
- Financial Turnover: Minimum average annual turnover of ₹50 lakhs over the last three financial years.
- Experience: Must have executed at least 2 projects in drone pilot training with a total value of at least ₹1.00 Crore.
- Infrastructure:
- Must have DGCA-approved training centres/institutes located in Haryana (details for at least 5 districts must be provided).
- Must have at least 20 qualified instructors as per DGCA norms.
- Must possess type-certified drones (small or medium category) and trained pilots.
- Statutory Compliance: Must possess valid GST, PAN, TAN, and all other necessary registrations.
Selection Criteria
The selection will be a two-bid process:
- Technical Bid Evaluation: Only bids that meet all the technical and eligibility criteria will be shortlisted.
- Financial Bid Opening: The financial bids of only technically qualified bidders will be opened. The contract will be awarded to the lowest priced (L1) bidder who fulfills all terms and conditions.
Empanelment Procedure
- Registration: Bidders must register on the Haryana e-tendering portal (https://etenders.hry.nic.in).
- Digital Signature: A valid Class II or III Digital Signature Certificate (DSC) is mandatory for bidding.
- Bid Submission: Submit bids online in two separate encrypted envelopes:
- Envelope 1: Technical Bid (containing all eligibility documents).
- Envelope 2: Financial Bid (containing the cost quotation).
- Evaluation: Technical bids will be evaluated first. Shortlisted bidders will have their financial bids opened.
- Award: The L1 bidder will be issued a work order.

Duration
- Training Duration: 8 days per candidate (5 days DGCA syllabus + 3 days operational training).
- Project Duration: The entire training for 500 candidates must be completed within 6 months from the date of the work order.
Funding and Payment Conditions
- Payment Terms: Payment will be released upon successful completion of training batches, provision of licenses to trainees, and submission of completion certificates against approved invoices.
- Performance Security: The successful bidder must submit a Performance Security of 5% of the total contract value before the work order is issued. This will be held for six months after project completion.
- Penalty Clause:
- A penalty of 2% of the project cost per month will be levied for delays beyond the 6-month deadline.
- A penalty of 1% per day of the monthly contract value will be imposed for failure to commence work within 15 days of the Letter of Intent (capped at 5%).
