Objective

The primary objective of this RFP is to select experienced Training Providers with a proven track record in delivering quality, outcome-based skill training. The project is designed to provide verifiable placement linkages and entrepreneurship development for the Bru community, empowering them with skills for self-employment and income generation in apiculture and mushroom cultivation.

Prospective bidders must strictly adhere to the following critical timeline:

  • Pre-Bid Meeting: 24th September 2025, 12:30 PM (Online via Google Meet)
  • Last Date for Clarifications: 23rd September 2025, 4:00 PM

EMD (Earnest Money Deposit) & Tender Fees

  • EMD: ₹87,455.00 (Refundable). To be refunded after the contract award upon submission of the Performance Bank Guarantee.
  • Tender Fee: ₹1,500.00 (Non-Refundable).
  • Both payments must be made electronically through the Tripura e-Procurement portal.

Scope of Work

The selected Training Provider will be responsible for:

  • Imparting skill training in Bee Keeper and Mushroom Grower job roles.
  • Implementing training across 13 specified locations in 12 Bru Resettlement Camps across districts like Dhalai, North Tripura, Gomati, and South Tripura.
  • Mobilizing candidates, providing orientation, and conducting theory and practical/OJT (On-Job Training) sessions.
  • Arranging and coordinating assessments through the respective Sector Skill Councils (SSCs).
  • Providing post-training support, including enterprise creation, mentorship, and market linkage for selling honey and mushrooms.
  • Extensive documentation, videography, and photography of the entire training process.
  • Submitting daily progress reports and geo-tagged media to DSD.

Eligibility of Training Partners

To be eligible, the Training Provider must meet the following criteria:

  • Legal Status: A legally registered entity (Company, LLP, Firm, Society, Trust, etc.) under Indian law.
  • Experience: Minimum 3 consecutive financial years of experience in the Indian skill ecosystem, specifically in implementing government, PSU, CSR, or self-funded skill development programs.
  • Infrastructure: Training centers must be located within Tripura and have basic infrastructure as per NSDC norms. Proof of ownership or lease must be submitted.
  • Trainers: Trainers must possess valid Training of Trainers (ToT) certification for the relevant job roles from the concerned SSCs.
  • Compliance: Must submit valid PAN, GST, ESIC, EPFO registrations, and audited financial statements for the last three years.

Selection Criteria (Technical Evaluation)

Bids will be evaluated technically, and a minimum score of 60 out of 100 is required to qualify. The marking scheme is as follows:

Empanelment Procedure

  1. Bid Submission: Eligible TPs must submit their proposals online in the prescribed format via the Tripura e-Procurement portal.
  2. Technical Evaluation: The Bid Evaluation Committee will evaluate proposals based on the criteria above.
  3. Award of Contract: The contract will be awarded to the bidder found technically qualified. The DSD reserves the right to accept or reject any or all bids without assigning any reason.

Eligible Beneficiaries

  • Candidates from the Bru Resettlement Camps in Tripura.
  • Age Group: 18 to 45 years.

Total Target to be Trained

  • A total of 390 candidates are to be trained.
  • The target is distributed across 13 locations, with most locations training 15 candidates per job role.

  • Training Hours per Candidate: 120 hours per job role.

Duration

  • The completion period for the entire project, including training, assessment, and certification, is 180 days from the issuance of the work order.

Funding and Payment Conditions

The total estimated project cost is ₹43,72,727.00. The per-candidate cost breakdown and payment tranches are as follows:

Per Candidate Cost: ₹8,612.12

  • Orientation (12 hrs): ₹2,000
  • Training (108 hrs @ ₹27.89/hr): ₹3,012.12
  • Certification & Refreshment: ₹100
  • Branding (T-Shirt, Cap, ID Card): ₹600
  • Training Center Establishment: ₹500
  • Certificate Distribution: ₹600 + ₹3,000 (Post-Placement Support component)

Payment Disbursement:

  • 1st Tranche (20%): Upon batch commencement and upload of details to the MIS portal.
  • 2nd Tranche (20%): Upon successful certification and distribution of certificates. Includes refreshment and branding costs.
  • 3rd Tranche (60%): Post-placement support, released upon submission of proof of self-employment (e.g., trade license, project proposal approval, photo of business setup).

Other Important Terms and Conditions

  • Digital Signature: Bidders must have a valid Class 3 Digital Signature Certificate (DSC).
  • Blacklisting: Firms debarred/blacklisted by any government department are not eligible. A self-declaration to this effect is required.
  • Termination: DSD reserves the right to terminate the contract for non-performance, quality issues, or insolvency without paying consequential damages.
  • Legal Jurisdiction: All legal disputes will be subject to the jurisdiction of courts in Agartala only.
  • Corrupt Practices: Any corrupt or fraudulent practices will lead to bid rejection and blacklisting of the firm.
  • No Sub-allocation: Sub-allocation of targets is strictly prohibited.
