The objective is to conduct large-scale training programs under the National Programme for Dairy Development (NPDD-4 & NPDD-2.0 (A)) schemes. This EOI seeks proposals from qualified firms to deliver structured training across various domains of dairy management, quality control, and cooperative operations, aiming to enhance the skills of farmers, dairy personnel, and cooperative staff.

Objective of the EOI

The primary objective is to select competent training firms to implement a comprehensive training calendar. The goal is to build capacity, improve hygiene and manufacturing practices, and strengthen the overall operational and quality management framework within the dairy cooperative sector of the Bhopal region.

Tender Fees & EMD Details

  • EOI Form Cost: ₹ 1,000/-
  • Earnest Money Deposit (EMD): ₹ 8,00,000 (Eight Lakhs) to be submitted online.
  • Security Deposit (SD): The successful bidder must deposit ₹ 15,00,000 (Fifteen Lakhs) as a Security Deposit, which is adjustable against the EMD and/or training bills.
  • Refund: Both EMD and SD are refundable upon satisfactory completion of the work.

Scope of Work & Training Programs

The selected training partner will be responsible for conducting the following programs:

  1. Farmers Induction Programme: Training in Good Hygienic Practices/Good Manufacturing Practices (1 Day).
  2. Dairy Personnel/Milk Tester Training: Including plant and marketing staff (3 Days).
  3. Quality Management Systems Training: Focus on clean milk production and quality standards (3 Days).
  4. DCS Staff/BMC/Chilling Centre Training: Operation & Quality Management for staff at various units (3 Days).
  5. MC Members & BODs Training: For new/revived Dairy Cooperative Societies (3 Days).
  6. Awareness Programs: Through cultural activities like Nukkad Natak (street plays), Kathputli (puppet) shows, etc.
  7. Village Awareness Programs: Large-scale programs in 20 villages.

Eligibility Criteria for Training Partners

Firms must meet the following eligibility requirements to participate in this skill development tender:

  • Experience: Must have conducted more than 10 trainings in the last 02 financial years, with at least 5 specifically for cooperative dairy sectors on topics like GMP, GHP, Milk Testing, BMC Operations, HACCP, FSSAI-FOSTAC, etc.
  • Trainers: Must have qualified trainers from BIS/FOSTAC/NPDD or trainers with experience in NPDD programs. Retired personnel from quality, processing, or lead auditors for ISO 22000 are acceptable.
  • Financials:
    • Minimum annual turnover of ₹ 50 Lakhs in each of the last 3 financial years (2022-23, 2023-24, 2024-25).
    • Must be profit-incurring for the last 3 years.
    • Must submit ITR and Balance Sheets.
  • Certifications:
    • Valid GST Registration Certificate.
    • Valid ISO 9001:2015 Certification.
  • Legal & Compliance:
    • Must submit a sworn Affidavit (Annexure-2) confirming no criminal cases, blacklisting, or pending disputes with any Milk Federation/Union.
    • Firm’s PAN must be linked to Aadhaar.
    • Employees/Board members of MPCDF or its affiliates are not eligible.

Selection Criteria

Preference will be given to firms based on:

  • Relevant Experience in the cooperative dairy sector.
  • Technical Strength and quality of empaneled trainers.
  • Past Performance and client feedback.
  • Location: Firms located within the state of Madhya Pradesh may be preferred.

Empanelment Procedure

  1. Submission: Interested firms must download the EOI from mpetenders.gov.in and submit their proposals online on the same portal.
  2. Documentation: Submit a complete set of documents as per the checklist (Annexure-4), including filled EOI form, experience proofs, trainer lists, financial documents, consent letter, and affidavit.
  3. Financial Bid: Quote all-inclusive GST rates per trainee/program in the prescribed Bill of Quantities (BoQ) format (Annexure-3).
  4. Evaluation: Proposals will be evaluated by Bhopal Dugdh Sangh based on the eligibility and selection criteria.
  5. Empanelment: Successful firms will be empaneled for one year, extendable by six months based on satisfactory performance.

Job Roles / Course Focus Areas

Duration & Validity

  • Contract Validity: The quoted rates will be valid for one year.
  • Extension: The contract may be extended for another six months with the same terms and conditions, subject to satisfactory performance.

Funding & Payment Terms

  • Funding Source: Funded under the NPDD-4 & NPDD-2.0 (A) schemes.
  • Payment Cycle: Payment will be disbursed within 30 days of satisfactory verification of training completion by the Sectional Head.
  • Bill Submission: The firm must submit bills for each program along with supporting documents (Trainee list, schedule, attendance, feedback, photos/videos).
  • Tax Deduction at Source (TDS): Applicable TDS will be deducted from all bills.
  • Advance Payment: No advance will be provided.

Other Important Terms & Conditions

  • Compliance: The bidder must comply with all statutory labour/industrial laws.
  • Confidentiality: The training firm must not disclose any confidential information of the Milk Union.
  • Termination: The Chief Executive Officer (CEO) reserves the right to terminate the work order for any violation of terms without assigning any reason.
  • Dispute Resolution:
    • The decision of the CEO, Bhopal Dugdh Sangh, will be final in case of any dispute.
    • Bhopal shall have the judicial jurisdiction.
    • The designated sole arbitrator is the MPCDF (Madhya Pradesh Cooperative Dairy Federation).
  • EOI Cancellation: The CEO holds the right to cancel the EOI process at any stage without providing any reasons.
