1. Introduction

The National Commission for Women (NCW) has released a Request for Proposal (RFP) for the selection of an experienced Training Partner to implement a large-scale self-defense skill development program. 2. Objective

The primary objective of this skill development tender is to empower 5000 Mission Shakti Women SHG members in the districts of Khordha, Keonjhar, Balangir, Cuttack, and Puri through comprehensive self-defense training. The program is designed to equip women with practical skills to handle emergency situations, thereby contributing to their overall safety and the creation of a safer society.

4. Earnest Money Deposit (EMD)

  • EMD Amount: ₹4,60,000/- (Rupees Four Lakh Sixty Thousand only).
  • Form: Demand Draft / Banker’s Cheque / Fixed Deposit Receipt / Bank Guarantee from any scheduled commercial bank in favour of “PAO, National Commission for Women”, payable at New Delhi.
  • Exemption: Bidders registered with MSME/NSIC/Startups recognized under DPITT are exempted upon submission of valid documentary proof.
  • Validity: EMD must remain valid for 45 days beyond the bid validity period of 120 days.
  • Forfeiture: EMD will be forfeited if the bidder withdraws/modifies the bid during the validity period or fails to sign the contract/furnish Performance Security.

5. Scope of Work

The selected Training Partner will be responsible for:

  • Conducting 12-day self-defense workshops (4 hours/day) across 5 districts in Odisha.
  • Training a total of 5000 women SHG members in batches of 30-40 participants.
  • Providing a structured curriculum covering defense techniques, situational awareness, and use of common objects for self-protection.
  • Distributing Self Defense Kits (containing pepper spray, stinger, whistle, safety alarm) and Course Completion Certificates.
  • Conducting 12 hours of Orientation and a 36-hour Bridge Course.
  • Providing support services like mobilization, Aadhaar enrollment, and bank linkage for trainees.
  • Maintaining detailed attendance, photo documentation, and submitting periodic and final reports.

6. Eligibility Criteria for Training Partners

Interested organizations must meet the following eligibility criteria:

  • Legally registered and operational for at least 5 years.
  • Minimum 2 years’ experience in skill training and 1 year in self-defense training with Government Institutions.
  • At least 5 years of continuous experience conducting training programs in Odisha.
  • Have trained a minimum of 500 beneficiaries under Mission Shakti, Odisha.
  • Executed Mission Shakti assignments in the past 3 years with a minimum project value of ₹1 crore.
  • Maintain an average annual turnover of ₹1 crore during the last 3 financial years.
  • Registered under the Income Tax Act and GST Act.
  • Never been blacklisted or involved in litigation with any government agency.
  • Have a minimum of 10 qualified female trainers and deploy minimum 2 per batch.

7. Selection Criteria

The evaluation process is based on a 100-mark technical score. Bidders must first meet all eligibility criteria. The detailed marking scheme is:

8. Empanelment Procedure

The empanelement procedure for this EOI for skill development is as follows:

  1. Technical Evaluation: The NCW Evaluation Committee will evaluate proposals based on the above criteria.
  2. Letter of Intent (LoI): The competent authority at NCW will issue an LoI to the highest-scoring applicant.
  3. Letter of Award (LoA): A formal LoA will be issued. The selected partner must sign and return it within 3 days.
  4. Contract Signing: Upon acceptance of the LoA, the contract will be formalized.

9. Eligible Beneficiaries

  • Target Group: Women members of Self Help Groups (SHGs) under the Mission Shakti program in Odisha.
  • Age Group: 18 to 40 years.
  • Geographic Scope: Five districts of Odisha – Khordha, Keonjhar, Balangir, Cuttack, and Puri.

10. Total Target to be Trained

  • Total Beneficiaries: 5000 women SHG members.
  • Distribution: 1000 beneficiaries per district.

11. Job Roles / Course / Focus Area

  • Course Name: Self-Defense Workshop.
  • Focus Area: Comprehensive self-defense training, including:
    • 360° Defense, Slap, Punch, and Kick Defense.
    • Defense against chokes, grabs, bear hugs, and hair pulls.
    • Ground defense techniques and use of common objects for protection.
    • Situational awareness and vocal skills.

12. Duration

  • Training Duration: 12 consecutive days per batch (Total 48 hours: 12 hrs Orientation + 36 hrs Bridge Course).
  • Project Timeline: The entire project must be completed from December 2025 till March 2026.

13. Funding and Payment Conditions

  • Cost per Participant: The approved training cost is ₹4,600/- per participant, inclusive of mobilization, training, self-defense kit, and assessment.
  • Payment Terms: Payments will be released in three tranches:
    • First Tranche (30%): On commencement of training.
    • Second Tranche (30%): Linked to mid-term deliverables.
    • Final Tranche (40%): Upon certification of passed candidates.
  • Payments are subject to statutory deductions (TDS) and will be made via electronic transfer upon submission of verified invoices and reports.

15. Other Important Terms and Conditions

  • Bid Validity: 120 days from the date of bid opening.
  • Intellectual Property: All documents, data, and information generated become the property of NCW.
  • Conflict of Interest: Applicants must not have any conflict of interest; violation will lead to disqualification.
  • Force Majeure: The training partner will not be held liable for delays due to unforeseeable circumstances beyond their control.
  • Dispute Resolution: Disputes will be settled amicably, failing which they will be referred to arbitration in Delhi under the Arbitration and Conciliation Act, 1996.
  • Quality & Monitoring: NCW reserves the right to monitor training sessions and ensure quality standards are met. The training partner is solely responsible for the safety and security of participants during sessions.
