Project Background
Project NAVYAM is a ward-level employment intelligence and skill development initiative aimed at creating a data-driven ecosystem in the H/West Ward (Bandra–Khar–Santacurz) of Mumbai. The project focuses on:

- Integrating data with the Mahaswayam platform

Scope of Work (Phases 1–3)
Phase 1: Pre-Survey (6 Weeks)
- Ward profiling, cluster mapping, sectoral planning
- Questionnaire design (English, Marathi, Hindi)
- Training institute and employer mapping
- Development of mobile survey app and Decision Support System (DSS)
- Enumerator recruitment and training
Phase 2: Survey (6 Weeks)
- Door-to-door household survey (target: ~57,000 households)
- AI-enabled self-survey (target: 15,000+ responses)
- Employer and institute verification
- Real-time data validation and quality checks
Phase 3: Post-Survey Analytics (6 Weeks)
- Data cleaning, scoring, and analysis
- Development of employment readiness indices (EMS, TRS, JRS, IQI, EQS)
- Dashboard and report generation
- Integration with Mahaswayam

Technical Evaluation Criteria (100 Marks)
- Financial Strength (15 marks) – Based on turnover slabs
- Relevant Experience (35 marks) – Similar projects and skill surveys
- Quality & Strength (10 marks) – Staff strength and certifications
- Presentation & Demonstration (40 marks) – Solution blueprint, methodology, innovation
Financial Bid Evaluation
- Only technically qualified bidders (score ≥60) will have financial bids opened
- L1 bidder gets 100 marks, others scored proportionally
- Weightage: Technical (80%), Financial (20%)
Submission Guidelines
- Three-envelope system (Pre-Qualification, Technical, Financial)
