Scope of Work
The selected awarding body will be responsible for:

Selection Criteria
- Two-Stage Process: Technical Evaluation followed by Financial Evaluation.
- Technical Qualification (TQ): Bids must meet all eligibility criteria. Non-compliance leads to rejection.
- Financial Evaluation: Only technically qualified bidders’ financial bids are opened.
- Award Criteria: The bidder quoting the highest Net Revenue Share (NRS) to CEL will be selected.
- Tie-Breaker: Draw of lots or any suitable method by CEL’s committee.
Empanelment Procedure
This is a project-based tender, not a panel appointment. The selected bidder will be awarded a Purchase Order (PO) only after CEL receives the work order from its end customer. The contract duration is indicatively 3 years, subject to customer extension.
