1. Introduction

2. Objective

The core objective of this EoI is to select and empanel VTPs to:

  • Deploy qualified Vocational Trainers (VTs) and Vocational Coordinators (VCs) in the allotted schools.
  • Deliver the prescribed NSQF-aligned curriculum and course content developed by PSSCIVE, Bhopal.
  • Ensure quality training, conduct practical assessments, and facilitate industry exposure for students.
  • Provide career counseling, guidance, and placement support to eligible students.
  • Work in close coordination with OSEPA, District Education Officers (DEOs), and school principals for the effective implementation of the program.

4. Tender/EOI Processing Fee and Performance Security

  • EOI Processing Fee: A non-refundable fee of ₹ 5,000/- (Rupees Five Thousand Only) must be submitted with the proposal. It should be in the form of a Demand Draft drawn in favor of the “State Project Director, OSEPA” and payable at Bhubaneswar. Proposals without this fee will be rejected outright.
  • Performance Security: Selected VTPs (3rd Party) must submit a Performance Security Deposit equivalent to 5% of the contract value. This can be in the form of a Demand Draft or a Bank Guarantee (valid for 30 months) from a scheduled commercial bank in favor of the State Project Director, OSEPA. 5. Scope of Work

The selected VTP will be responsible for the end-to-end implementation of the vocational program in the schools allotted to them. The key responsibilities include:

  • Human Resource Deployment: Recruit, train, and deploy qualified Vocational Trainers (VTs) for schools and Vocational Coordinators (VCs) for every 30-35 schools. A State Head must also be appointed for state-level coordination.

6. Eligibility Criteria for Training Partners (VTPs)

Agencies must meet the following minimum pre-qualification criteria (Table-1 and Table-2 of the EoI):

  • Legal Entity: Must be a company under Companies Act, Partnership firm, LLP, Proprietorship, or registered under Society/Trust Act.
  • Tax Registration: Must have valid GSTIN, PAN/TAN, and Income Tax Returns for the last three assessment years (2023-24, 2024-25, 2025-26).
  • Experience: Minimum 5 years of experience in the skill development sector (as of 31/03/2026), supported by registration with NSDC, PMKVY, DDU-GKY, etc.
  • Presence in Odisha: Must have at least one Head Office or Branch Office in Odisha.
  • Financial Turnover: Minimum average annual turnover of ₹ 4 Crores in the last three financial years (2022-23, 2023-24, 2024-25).
  • Training Capacity: Must have trained at least 1000 candidates in the last three years through government-recognized skill programs.
  • Placement Track Record: Must have provided jobs to at least 500 candidates trained under government programs in the last three years.

7. Selection Process and Empanelment Procedure

The evaluation will be conducted in three stages:

  • Stage 1: Pre-Qualification (Scrutiny): Verification of all mandatory documents, EOI fee, and eligibility criteria as per Table-1 and Table-2. Non-compliant bids are rejected.
  • Stage 2: Technical Evaluation (70 Marks): Shortlisted agencies from Stage 1 are evaluated based on:

    • Net Worth (10 marks)
    • Number of Self-Owned Centers in Odisha (15 marks)
    • Number of Candidates Trained (10 marks)
    • Number of Candidates Placed (15 marks)
    • Number of Schools Managed in other states (10 marks)
    • Agencies must secure a minimum of 45 marks out of 70 to qualify for the next stage.
  • Stage 3: Presentation (30 Marks): Qualifying agencies make a virtual presentation to the OSEPA Evaluation Committee on their plans for trainer quality, delivery, industry engagement, and project management.
  • Empanelment & Final Selection:
    • Total marks (70 + 30 = 100) are compiled.
    • A final rank-ordered list (LIST-3) is prepared.
    • Based on requirements, work orders are issued to top-ranked VTPs in order of merit.
    • Unassigned but qualified VTPs are kept in a panel list for future requirements (e.g., new school approvals, replacement of existing VTPs). Empanelment does not guarantee a work order.

10. Program Duration and Contract Period

  • Course Duration: The vocational program runs alongside the regular school curriculum for classes 9th to 12th.
  • Contract Period: The initial contract for the selected VTP will be for 02 (two) years from the date of signing the agreement. The contract is extendable based on performance review by OSEPA and the availability of budgetary funds from the Project Approval Board (PAB).

11. Funding and Payment Conditions

  • Funding Source: Centrally Sponsored Scheme – Samagra Shiksha / PM SHRI.
  • Reimbursement Model: The VTP must initially incur all expenses from its own funds and then claim reimbursement from the concerned DEO-cum-DPC. No advance payment will be made.
  • Payment Heads:
    1. Vocational Trainer (VT) Honorarium: ₹ 20,000 per month (inclusive of all taxes and EPF).
    2. Vocational Coordinator (VC) Honorarium: ₹ 30,000 per month (inclusive of all taxes and EPF).
    3. Administrative & Other Charges: 15% of the VT honorarium paid (i.e., 15% of ₹20,000). This is a fixed percentage and will not increase even if VT salaries are revised.
  • Payment Process:
    • VTP pays VTs and VCs by the 1st week of the month via electronic transfer.
    • VTP submits a claim with all supporting documents (attendance, EPF challans, etc.) to the DEO by the 2nd week.
    • DEO reimburses the amount within 30 days, after deducting any applicable penalties.

13. Other Important Terms and Conditions
