1. Objective of the Project

The primary objective of this skill rfp is to select a competent Training Agency to implement a Residential Skill Development Training Program. The program aims to:

3. Earnest Money Deposit (EMD)

  • Amount: INR 5,00,000 (Rupees Five Lakhs only)

  • Training Infrastructure: Utilize or set up residential training facilities at Belgaria Township, ensuring classrooms, labs, tools, and equipment are as per JSDM norms. The center must provide safe hostel accommodation, nutritious meals, and other basic amenities .
  • Trainers & Staff: Deploy qualified and certified trainers as per SSC norms with an appropriate trainer-trainee ratio 
  • Training Management: Manage all aspects of the residential program, including hostel, mess, and boarding facilities, with separate accommodations for male and female trainees 
  • Assessment & Certification: Coordinate with the respective Sector Skill Councils (SSCs) for third-party assessment and certification of all successful trainees 
  • Placement & Post-Training Support: Ensure a minimum of 70% placement for trained candidates and their retention for six months. The agency is obligated to provide a placement cell, manage dropouts, and secure a minimum of 30% of total successful placements within Jharkhand state .

5. Eligibility of Training Partners

  • Legal Entity: Must be a legal entity (Private/Public Limited Company, LLP, Society, NGO, Trust) with a minimum legal existence of 5 years .
  • NSDC Registration: Must be registered as a Training Partner with the National Skill Development Corporation (NSDC) .
  • Pan & GST: Must have a valid PAN and GST registration 
  • Turnover: Should have an average turnover of a minimum of INR 5 Crore over the last 3 financial years .
  • Organizational Strength:
    • Availability of ToT (Training of Trainers) certified trainers from respective SSCs for each trade, with a minimum of 2 years of experience .
    • Provide minimum 3 Letters of Intent (LoIs) from reputed placement agencies/companies for each trade 
  • Experience:
    • Minimum 5 years of experience in implementing Government-sponsored Skill Development Programs .
    • Trained a minimum of 3,000 candidates under NSQF-aligned programs in the last five years .
  • Performance:
    • Minimum 60% of trained candidates must be successfully assessed/certified 
    • Minimum 40% of trained candidates must be placed in gainful employment .
  • Non-Blacklisting: The bidder must not be blacklisted by any Central or State Government or PSU 

6. Selection Criteria

The evaluation will be based on a Quality and Cost Based Selection (QCBS) method with a 70:30 weightage for Technical and Financial proposals respectively 

  • Preliminary Stage: Submission of all required documents as per the checklist.
  • Technical Evaluation (70% weight): Bidders who meet the pre-qualification criteria are scored on various parameters, including:
    • Average Annual Turnover (Max 15 Marks) 
    • Relevant Project Experience (Max 20 Marks) 
    • Trade-Specific Experience (Max 15 Marks) 
    • Training Performance (Max 10 Marks) 
    • Placement Performance (Max 15 Marks) 
    • Technical Approach & Implementation Plan (Max 25 Marks) 
  • Financial Evaluation (30% weight): The financial bids of technically qualified bidders will be opened. The bid with the lowest evaluated price (Fm) will receive the maximum financial score of 100. Other bids are scored using the formula: Sf = 100 x Fm / F

7. Empanelment Procedure

The process for selection and empanelment is as follows:

  1. Proposal Submission: Bidders must submit their proposals online through the Jharkhand Tenders portal in a two-cover system (Technical and Financial) .
  2. Technical Opening & Evaluation: The technical proposals are opened and evaluated by a committee. Only bidders securing above 60 marks in the technical evaluation are shortlisted 
  3. Financial Opening: The financial proposals of the technically qualified bidders are opened 
  4. QCBS Evaluation: The final ranking is determined by combining the technical and financial scores .
  5. Price Justification: The Client may hold price justification discussions with the selected bidder(s) .
  6. Award of Contract: The successful bidder is notified and asked to sign the contract after fulfilling all formalities

    2. Non-LTH and LTH families at the 81 most vulnerable sites identified under the Jharia Master Plan (JMP)

11. Funding and Payment Conditions
