3. Application Process

• Interested PIAs with a PRN (Permanent Registration Number) allotted by the Ministry of Rural Development (MoRD) may apply online exclusively in the Aerospace & Aviation Sector.
• Applications must be submitted on the portal: https://kaushal.rural.gov.in as per the format prescribed by MoRD.

4. Eligibility Criteria for Applicants

An entity must be:

• Registered under Indian Trust Acts, State Society Registration Act, State Cooperative Societies, Multi-State Co-operative Acts, Companies Act 2013, Limited Liability Partnerships Act 2008, or SHGs and their federations (CLF/BLF).
• A Government or semi-government organization at State and National level.
• NGOs must be registered with NITI Aayog’s Darpan Portal.
• More than three years old at the time of application (except Start-Ups).
• All agencies (existing DDU-GKY PIA and new agencies) must generate a new PRN through https://kaushal.rural.gov.in for DDU-GKY 2.0 under Categories A, B, C, and D.

5. Ineligibility Conditions

The following agencies shall not be eligible:

• Existing PIAs with recovery proceedings ongoing.
• Existing PIAs unable to place 50% of trained candidates under DDU-GKY.
• Skilling agencies having officials at key managerial personnel (as per Accounting Standard 18) previously associated with defaulting PIAs.
• Sister concern/subsidiary of any organization against whom default action for recovery was initiated.
• Skilling Agencies having Directors involved in agencies that defaulted earlier with DDU-GKY (DIN validation through MCA database).
• Skilling Agencies blacklisted by Government.
• No consortium shall be allowed.
