Bharat Sanchar Nigam Limited (BSNL), a Government of India telecom enterprise, has issued an Expression of Interest (EOI) for the empanelment of Skill Solution Partners (SSP) and Skill Development Partners (SDP) under its Kaushalam Skill Development Programme. This initiative aims to deliver skill training, mobilization, and placement assistance across India in telecom, IT, networking, AI, IoT, cybersecurity, and related domains. The partnership operates on a revenue-sharing model at national and zonal levels. Objective of the EOI
The primary objective is to establish a non-exclusive panel of skilled training partners to:
- Deliver high-quality skill development and empowerment programs.
- Provide end-to-end services including trainee mobilization, training delivery, assessment, and placement assistance.
- Leverage BSNL’s infrastructure and brand to expand skill training outreach across India.
- Support government and corporate skill initiatives through structured, industry-aligned programs.

- EOI Release Date: 19 May 2025
- EOI Availability: From 19 May 2025 onward
- Last Date for Submission: Open (non-exclusive basis)
- Form Price: ₹2100 + GST (waived for MSEs/Startups)

Earnest Money Deposit (EMD)
- Not Applicable as an EMD. However, selected partners must submit a Performance Bank Guarantee (PBG) as per eligibility:
- National SSP: ₹3 Lakhs
- Zonal SSP: ₹1 Lakh
- National SDP: ₹10 Lakhs
- Zonal SDP: ₹2 Lakhs
Tender Fees
- Document Fee: ₹2100 + GST (non-refundable)
- Exemption: Micro and Small Enterprises (MSEs) and Startups are exempted from the fee.
Scope of Work
The skill development EOI covers training in:
- Repair/servicing of IT/telecom devices (laptops, mobiles, etc.)
- IT/Networking, Cloud, Cybersecurity, Software/App Development
- AI, ML, IoT, Telecom Sales & Marketing
- Telecom Network Maintenance (BTS, OFC, OLT, etc.)
- In-service training for government/private employees
- Entrepreneur programs, project guidance, and specialized telecom/HR fields
Two Partnership Models:
- Skill Solution Partner (SSP): Handles mobilization & placement; BSNL provides infrastructure and trainers.
- Skill Development Partner (SDP): Manages end-to-end training, mobilization, infrastructure, and placement; BSNL provides branding and billing support.

Additional Requirements:
- Audited balance sheets for the last three years.
- Experience proof in skill development/marketing/training.
- 24×7 SPOC for trainee support.
- Valid legal and tax documents.
Selection Criteria
- Compliance with eligibility requirements.
- Evaluation of technical and financial capability.
- Past experience in skill development projects with government/PSUs/corporates.
- Assessment of infrastructure, trainer qualifications, and placement record.
Empanelment Procedure
- Download EOI from www.tender.bsnl.co.in.
- Submit duly filled EOI with required documents to:Enterprise Business Cell, Room No. A10, O/o CGMT, BSNL Chhattisgarh Telecom Circle, Raipur
- Include demand draft of ₹2100 + GST (if applicable) in favor of “AO (A&B), BSNL” payable at Raipur.
- Submit PBG after selection, before agreement signing.
- Empanelment is initially for 2 years, extendable based on performance.

Total Target to Be Trained
- Annual Minimum Project Value Targets:
- SSP National: ₹1 Crore
- SSP Zonal: ₹25 Lakhs
- SDP National: ₹2 Crores
- SDP Zonal: ₹50 Lakhs

Duration
- Initial empanelment: 2 years

Funding and Payment Conditions
- Revenue Sharing Model:
- SSP Model: BSNL 70% : SSP 30%
- SDP Model: BSNL 30% : SDP 70%
- Payments to partners released only after BSNL receives payment from the client.
- Statutory deductions (GST, taxes, penalties) apply before revenue sharing.
- No direct payment collection by partners allowed.

Other Key Terms and Conditions
- Non-exclusive empanelment – no territorial exclusivity.
- Performance review – failure to meet targets may lead to termination and PBG forfeiture.

- Dispute resolution – arbitration at Raipur jurisdiction for claims above ₹5 Lakhs.
- Confidentiality – partners must protect BSNL data and brand reputation.
- Force Majeure – provisions for unavoidable delays, with BSNL’s decision being final.
