This skill tender aims to leverage BSNL’s extensive training infrastructure and expertise to deliver high-quality skill development programs nationwide. The partnership operates on a non-exclusive, revenue-sharing model, targeting training, mobilization, and placement assistance across telecom, IT, cybersecurity, AI, IoT, and other emerging domains.

Objective of the EOI
The primary objective of this EOI for skill development training is to empanel competent partners to collaborate with BSNL in delivering skill development and empowerment programs. The goal is to enhance employability, support government initiatives, and provide industry-aligned training to diverse beneficiaries, including government agencies, PSUs, corporates, and individuals.

Tender Fees & EMD Details
- Tender/EOI Document Cost: ₹2,100 + GST (Non-refundable)
- Exemption: MSE (Micro & Small Enterprises) and Startups are exempted from this fee.
- Performance Bank Guarantee (PBG) Requirement:
- National SSP: ₹3 Lakhs
- Zonal SSP: ₹1 Lakh
- National SDP: ₹10 Lakhs
- Zonal SDP: ₹2 Lakhs
- PBG Validity: Six months beyond the agreement period.
Scope of Work
The skill development training programs cover a wide range of domains, including:
- Repairing/servicing of IT/telecom equipment (laptops, mobile phones, etc.)
- IT/Networking, Cloud Technologies, Cybersecurity, Software Development
- AI, ML, IoT, and digital transformation
- Telecom network maintenance (BTS, OFC, OLT, etc.)
- Sales, marketing, entrepreneurship in telecom
- In-service training for government/private employees
- Project guidance and specialized training as per customer needs
Eligibility Criteria for Training Partners
Financial Turnover (Last 3 FYs, excluding current):
- National SSP: Avg. turnover ₹1 Crore
- Zonal SSP: Avg. turnover ₹50 Lakhs
- National SDP: Avg. turnover ₹5 Crore
- Zonal SDP: Avg. turnover ₹1 Crore
Entity Requirements:
- Must be a registered entity (Proprietorship, Partnership, LLP, Company)
- Valid GST registration
- Proven experience in skill development/marketing/training in telecom/IT
- Submission of audited balance sheets, turnover certificates, and relevant documents
Additional Criteria:
- Must have a 24×7 SPOC (Single Point of Contact)
- Provide trainer qualifications and infrastructure details
- Compliance with all applicable laws and regulations
Selection & Empanelment Procedure
- Application Submission: Duly filled EOI with all required documents.
- Evaluation: Based on eligibility, financial capability, and experience.
- Empanelment: Successful partners will be empanelled on a non-exclusive basis.
- Agreement: Signing of agreement and submission of PBG.
- Project Allocation: Through bidding among empanelled partners (L1 selection) or direct nomination by BSNL.

- Individual trainees under government schemes
Total Target to be Trained
BSNL has set minimum annual project value targets for partners:
- National SSP: ₹1 Crore
- Zonal SSP: ₹25 Lakhs
- National SDP: ₹2 Crore
- Zonal SDP: ₹50 Lakhs
Failure to meet targets may result in termination of agreement and forfeiture of PBG.

Duration of Empanelment
- Initial empanelment: 2 years
- Extendable annually based on performance and completion of at least one project.
Funding & Payment Conditions
- Revenue Sharing Model:
- Model I (SSP): BSNL 70% : SSP 30%
- Model II (SDP): BSNL 30% : SDP 70%
- Payment: Released only after BSNL receives payment from the customer, post-deduction of statutory dues and penalties.
- No Direct Payment: Partners cannot receive payments directly from customers.

Other Key Terms & Conditions
- Non-Exclusive Basis: No exclusive rights to business or geography.
- Legal Jurisdiction: Disputes subject to courts in Delhi.
- Confidentiality: Partners must maintain confidentiality of BSNL data.
- Force Majeure: Provisions for events beyond control, without extension of agreement.
- Termination: BSNL may terminate for non-performance, breach, or failure to meet targets.
