The Chhattisgarh State Renewable Energy Development Agency (CREDA), under the Department of Energy, Government of Chhattisgarh, invites e-Tenders for hiring an agency to conduct Training Programs and Workshops on Energy Conservation Building Code (ECBC). The objective is to enhance awareness and implementation of energy-efficient building norms across the state.

2. Key Dates:
- EOI Issue Date: 9th January 2025 (05:00 PM)
- Pre-Bid Queries Submission Deadline: 17th January 2025 (05:00 PM)
- Availability of Bidding Document: 9th January 2025 (05:00 PM) – 10th February 2025 (05:00 PM)

3. Tender Fee & Earnest Money Deposit (EMD):
- Tender Fee: INR 5,900 (Non-refundable, including 18% GST)
- EMD: INR 60,000 (Refundable)
- Payment Method: RTGS/NEFT in favor of CREDA, payable at Raipur, Chhattisgarh
4. Objectives:
- To train architects, engineers, students, and government officials on ECBC guidelines and energy conservation practices.
- To promote compliance with ECBC in building design and construction.
- To develop a skilled workforce proficient in energy-efficient building codes.
5. Scope of Work:
- Conduct at least 10 training programs/workshops in Chhattisgarh.
- Organize one-day awareness sessions and two-day intensive workshops covering ECBC compliance and simulation.
- Develop training modules as per BEE guidelines and CREDA requirements.
- Ensure participation of at least 30 attendees per session.
- Provide logistics support, including venue, food, training materials, event banners, and registration.
- Collect participant feedback and submit detailed reports post-training.
6. Eligibility Criteria for Training Partners:
- Technical Requirements:
- Minimum 5 years of experience in energy efficiency and building sector training.
- Conducted at least 5 ECBC trainings/workshops for government agencies or PSUs.
- Minimum 2 ECBC training programs completed in Chhattisgarh.
- At least one BEE-certified ECBC Master Trainer on payroll.
- Financial Requirements:
- Minimum average annual turnover of INR 50 Lakhs in the last three years.
- Positive net worth as of 31st March 2024.
- Compliance with all statutory regulations (PAN, GST, tax filings).
- Blacklisting Clause:
- The bidder must not be debarred by any government entity.
7. Selection Criteria:
- Technical and financial proposals will be evaluated separately.
- Technical proposal weightage: 70%
- Financial proposal weightage: 30%

- Engineering and architecture students and faculty members.
- Private sector professionals involved in building design and energy efficiency.
10. Job Roles or Course Duration:
- One-day training: Awareness sessions on ECBC compliance.
- Two-day training: Comprehensive sessions on ECBC guidelines, compliance simulation, and implementation techniques.
11. Payment Conditions:
- 100% payment after successful completion of training and submission of the final report.
- Payments processed only upon satisfactory performance evaluation by CREDA.

13. Other Terms & Conditions:
- Performance Security: The selected bidder must submit a performance guarantee as per CREDA guidelines.
- Contract Validity: The selected agency will be empaneled for two years.
- Penalty for Non-Compliance:
- Forfeiture of EMD if the agency fails to conduct training satisfactorily.
- Deduction of payment in case of inadequate participation or non-compliance with ECBC guidelines.
- Confidentiality Clause: Agencies must maintain confidentiality of training data and reports.
- Jurisdiction: Any disputes arising will be subject to the jurisdiction of the Chhattisgarh High Court.
