RFP Summary:

1. Introduction

MPCON Limited invites proposals from eligible Training Partners (TPs) for empanelment to conduct Skill Development Programs (Training, Mobilization, and Placement) on a revenue-sharing basis. The empanelment is non-exclusive and aims to collaborate with TPs to deliver skill training across India in alignment with national skill development frameworks.

2. Objective

To empanel skilled Training Partners for executing skill development programs under MPCON’s brand, ensuring quality training, mobilization, and placement assistance for beneficiaries. The partnership will leverage MPCON’s branding and administrative support while TPs handle operational execution.

3. Key Dates

  • RFP Release Date: 27/05/2025

4. Fees and Financial Conditions

  • Non-Refundable Empanelment Fee: ₹10,000 + 18% GST
  • Performance Bank Guarantee (PBG): 5% of project cost (submitted after work order issuance, not during bidding).
  • EMD: Not applicable for this RFP.

5. Scope of Work

The TP will be responsible for:

  • Business Development: Identifying and securing skill development projects from Central/State Governments, PSUs, corporates, etc.
  • Mobilization: Trainee acquisition and logistics.
  • Training Delivery: Infrastructure, trainers, course material, and assessment.
  • Placement Assistance: Ensuring post-training job linkages.
  • Compliance: Adherence to client-specific requirements, digital attendance, and third-party evaluations.
  • Helpdesk: 24×7 support for trainees.

  • Entrepreneurship, Management, and Life Skills.
  • NSDC-aligned trades and sector-specific programs.

6. Eligibility Criteria for Training Partners

TPs are categorized based on turnover, experience, and infrastructure:

Documents Required:

  • CA-certified financial statements.
  • Work orders, center details (photos, rent agreements, equipment list).
  • NSDC/Skill Council affiliations (if applicable).

7. Selection Criteria

Technical Evaluation (100 Marks):

  • Turnover (20 marks): Higher turnover scores more.
  • Operational Presence (15 marks): Pan-India presence preferred.
  • Candidates Trained (20 marks): >10,000 trainees = 20 marks.
  • Empanelment with Govt/PSUs (10 marks): Existing partnerships score higher.
  • Infrastructure (15 marks): Certified training centers.
  • Technical Compliance (20 marks): ISO/NSDC certifications, experience.

Minimum Qualifying Score: 60/100.

8. Empanelment Procedure

  1. Submit hard copy proposals with all documents to MPCON’s Bhopal office.
  2. Technical evaluation by MPCON.
  3. Shortlisted TPs may undergo presentations/interviews.
  4. Empanelment for 2 years (extendable based on performance).

9. Eligible Beneficiaries

  • Youth, unemployed individuals, and in-service employees.
  • Clients specified by Central/State Governments, PSUs, or corporates.

10. Total Target

  • Category A: ₹5 Crore annual project value.
  • Category B: ₹3 Crore annual project value.
  • Category C: ₹1 Crore annual project value.

11. Job Roles/Courses

All NSDC-aligned trades, IT/ITeS, AI/ML, IoT, Soft Skills, and client-specific programs.

12. Duration

  • Empanelment Period: 2 years (renewable).
  • Project Duration: As per client requirements.

13. Funding and Payment Conditions

  • Revenue Share: Negotiated per project; payments released after MPCON receives client funds.
  • Penalties: Deducted for delays in mobilization/placement.
  • Lodging/Boarding Costs: Reimbursed upon proof of expenditure.

14. Mode of Submission

  • Hard Copy Only to:

15. Other Terms & Conditions

  • Confidentiality: TPs must protect MPCON’s brand and data.
  • Termination: MPCON may debar non-performing TPs.
  • Dispute Resolution: Jurisdiction limited to Bhopal courts.
  • Force Majeure: Waiver for delays due to unforeseeable events.
