Tender Summary:

1. Introduction

The Office of the Chief Executive Officer (CEO), Zila Parishad, Fatehabad, invites Expressions of Interest (EOI) from eligible agencies, firms, NGOs, or organizations for the “Empanelment of Agency for Operating Programme for Upliftment of Talent/Ability Linked to Economic Activities in Selected Villages of Rurban Cluster, Saiman Block, Tohana District, Fatehabad.” This initiative is part of the Shyama Prasad Mukherji Rurban Mission (SPMRM), which aims to bridge the rural-urban divide by providing skill development training to enhance employability and economic growth in rural clusters.

The selected agency will be responsible for conducting skill development programs aligned with economic activities, ensuring placement for at least 70% of trained candidates, and facilitating post-placement support.


2. Objectives

  • Stimulate local economic development in rural areas.
  • Reduce poverty and unemployment through skill training.
  • Provide industry-relevant training linked to economic activities.
  • Ensure placement for at least 70% of trained candidates.
  • Strengthen rural infrastructure and livelihoods under the National Rurban Mission (NRuM).

3. Key Dates

4. Earnest Money Deposit (EMD) & Tender Fees

  • EMD: ₹4,00,000/- (Four Lakh Only) – Refundable to unsuccessful bidders.
  • Bid Document Fees: ₹11,180/- (₹1,180 e-service fee + ₹10,000 bid document fee) – Non-refundable.
  • Payment Mode: Online via Internet Banking, RTGS/NEFT.

5. Scope of Work

The selected agency will:

  • Conduct skill development training in designated Rurban cluster villages.
  • Mobilize trainees and trainers, ensuring proper documentation.
  • Coordinate with stakeholders (trainers, trainees, and government bodies).
  • Ensure 70% placement of trained candidates.
  • Provide post-placement support and migration assistance.
  • Submit monthly progress reports.
  • Conduct assessments and align training with NSQF-approved courses.

6. Eligibility Criteria for Training Partners

The agency must meet the following mandatory requirements:

  • Registration & Compliance: Valid registration under appropriate laws (PAN, TAN, etc.).
  • Empanelment: Must be empaneled with NSDC (National Skill Development Corporation), Ministry of Skill Development, or Sector Skill Councils (SSCs).
  • Financial Capacity: Minimum turnover of ₹5 Crore in skill training in any of the last three fiscal years (2021-22, 2022-23, 2023-24).
  • Experience:
  • Minimum 5 skill development projects (3 in Haryana).
  • Worked with at least 5 government departments.
  • Trained at least 2,000 candidates in the last 5 years.
  • Experience in DDU-GKY (Deen Dayal Upadhyaya Grameen Kaushalya Yojana).
  • Placement Tie-ups: Minimum 10 industry partnerships for job placements.
  • Team Requirements:
  • Team Leader: MBA with 8+ years of experience or Postgraduate with 4+ years.
  • MIS Manager: Bachelor’s in IT/Computer Science (4+ years exp.) or MCA (2+ years exp.).
  • Trainers: Domain-specific qualifications with 2+ years of experience.

7. Selection Criteria

The evaluation will be based on a 100-mark system, with a minimum qualifying score of 70 marks.

8. Empanelment Procedure

  1. Submission of Technical & Financial Bids online at https://etenders.hry.nic.in.
  2. Evaluation by a committee appointed by CEO, ZP, Fatehabad.
  3. Presentation Round for shortlisted agencies.
  4. Final Selection based on highest marks in technical and financial evaluation.

9. Eligible Beneficiaries

  • Rural youth from selected Rurban cluster villages in Saiman Block, Fatehabad.
  • Candidates must provide ID proof, educational certificates, and photographs.

10. Total Target to be Trained

  • 2,720 beneficiaries under the skill development program.
  • Unit Cost: ₹12,500 per trainee.
  • Total Budget: ₹340 Lakh.

15. Other Terms & Conditions

  • CEO, ZP, Fatehabad reserves the right to cancel/amend the EOI without notice.
  • No cost escalation permitted.
  • Blacklisted agencies will be disqualified.
  • The agency must sign an agreement with CEO, ZP, Fatehabad upon selection.
  • Multiple bids from one agency will be rejected.
  • Strict adherence to the Code of Integrity (no bribes, collusion, or misrepresentation).
