🎯 Objective

The objective of this EOI is to empanel qualified and experienced partners who can collaborate with BSNL to:

  • Deliver high-quality skill development and training programs.
  • Mobilize trainees and provide placement assistance.
  • Enhance BSNL’s reach and impact in the skill development sector.
  • Generate business through government, PSUs, corporate, and institutional customers.
  • Share revenue with BSNL on a mutually agreed basis.

  • Last Date for Submission: Open on a non-exclusive basis (no fixed closing date mentioned; interested partners may apply continuously).

đź’° Tender Fees & EMD

  • Tender/Form Fee: ₹2100 + 18% GST (Demand Draft/Banker’s Cheque).
  • Exemption: Micro and Small Enterprises (MSEs)/Start-ups are exempted from form fees.
  • Performance Bank Guarantee (PBG) – EMD Equivalent:
    • SSP National: ₹3 Lakhs
    • SSP Zonal: ₹1 Lakh
    • SDP National: ₹10 Lakhs
    • SDP Zonal: ₹2 Lakhs
  • PBG Validity: 6 months beyond the agreement period.

đź“‹ Scope of Work

The scope includes skill development programs in the following domains (not limited to):

  • Repair/servicing of IT/telecom equipment (laptops, mobiles, etc.)
  • IT/Networking/Cloud/Cybersecurity/Software Development
  • AI, ML, IoT, Telecom Entrepreneurship
  • Sales & Marketing of Telecom Products
  • Telecom Network Maintenance (BTS, OFC, OLT, etc.)
  • Management & Life Skills Training
  • In-service training for government/private employees
  • Project guidance and other telecom/software/HR-related fields

Two partnership models are offered:

Model I: Skill Solution Partner (SSP)

  • SSP Role: Mobilization, placement assistance, business development.
  • BSNL Role: Provides training infrastructure, instructors, course material.
  • Revenue Share: BSNL 70% : SSP 30% (net revenue after taxes).

Model II: Skill Development Partner (SDP)

  • SDP Role: End-to-end training delivery, mobilization, infrastructure, placement.
  • BSNL Role: Provides brand name, billing support, logistics.
  • Revenue Share: BSNL 30% : SDP 70% (net revenue after taxes).

Other Eligibility Requirements:

  • Registered entity (Proprietorship/Partnership/LLP/Company).
  • Valid GST and PAN registration.
  • Experience in skill development/training/marketing in telecom/IT.
  • Audited balance sheets for last 3 years.
  • Ability to provide 24×7 SPOC (Single Point of Contact).
  • Documented proof of past work orders from government/PSUs/corporates.

📊 Selection & Empanelment Procedure

  • Non-Exclusive Basis: Multiple partners can be empaneled.
  • Empanelment Duration: Initially 2 years, extendable based on performance.
  • Allocation of Work:
    • BSNL may float internal RFPs among empaneled partners.
    • L1 bidder selection for projects.
    • First Right of Refusal for partners who bring business leads.
  • Performance Review: Quarterly reviews, minimum annual targets apply.

🎯 Total Target to Be Trained

Annual minimum project value targets:

  • SSP National: ₹1 Crore
  • SSP Zonal: ₹25 Lakhs
  • SDP National: ₹2 Crores
  • SDP Zonal: ₹50 Lakhs

Failure to meet targets may lead to termination and PBG forfeiture.

đź’¸ Funding & Payment Conditions

  • All payments must be received by BSNL directly from customers.
  • Revenue share released only after BSNL receives payment.
  • Penalties for delays in mobilization/placement deducted from partner’s share.
  • Payments made back-to-back after statutory deductions.

Termination: BSNL may terminate for non-performance, breach, or policy violations.

Non-Exclusive: No exclusive rights to any partner.

Confidentiality & Non-Disclosure: Partners must protect BSNL’s brand and business information.

Legal Compliance: Partners must adhere to all laws and indemnify BSNL.

Arbitration: Disputes resolved through arbitration under Arbitration & Conciliation Act, 1996.

Force Majeure: Provisions for unavoidable delays.
