ITI Limited, a Government of India Enterprise under the Department of Telecommunications, has released an Expression of Interest (EOI) for the selection of a back-end partner to implement LMV Driving Simulator Training across selected Industrial Training Institutes (ITIs) in Rajasthan. EMD (Earnest Money Deposit)
- EMD Amount: ₹50,000
- Exemption: MSMEs and Government Autonomous Bodies are exempted from EMD submission.

Scope of Work
The selected partner will be responsible for:

Eligibility of Training Partners
Bidders must meet the following criteria:
- Entity Type: Company/Proprietorship/Partnership/LLP/Government Autonomous Body registered in India.
- Experience: Minimum 5 years of continuous operation as on bid submission date.
- Financial Criteria:
- Average annual turnover of at least 30% of tender value (₹50 lakh) in the last three financial years.
- Positive net worth in the last 3 years (exempted for Government Autonomous Bodies).
- Project Experience:
- At least 1 Purchase Order (PO) of 80% of tender value, OR
- 2 POs of 60% each, OR
- 3 POs of 40% each in similar work.
- Blacklisting: Must not be blacklisted/debarred by any government/PSU.
- OEM Authorization: Valid OEM authorization for products quoted.
- Consortium: Not allowed.
Selection Criteria
- Technical Evaluation: Based on compliance with eligibility, experience, and documentary submissions.
- Financial Evaluation: As per Model-I:
- A: Lump sum quote (without taxes)
- B: Margin to ITI (% of A)
- C: Absolute margin value (A*B)
- D: Overall quoted price (A – C)
- L1 Selection: Bidder with the lowest D.
- Tie-Breaker: Higher B (margin to ITI) will be preferred.
Empanelment Procedure
- Registration: Bidders must register on the ITI e-tender portal (https://itilimited.ewizard.in/) with a valid Digital Signature Certificate (DSC).
- Document Submission: Upload all required documents as per Annexures I–V.
- Evaluation: ITI will evaluate technical and financial bids.
- Integrity Pact: Selected bidder must sign an Integrity Pact (Annexure-V).
- Agreement Signing: Successful bidder enters into a back-to-back agreement with ITI.
