1. Introduction

The Ministry of MSME, Government of India, launched the Raising and Accelerating MSME Performance (RAMP) program with World Bank support. This program aims to strengthen the MSME ecosystem, improve market access, and enhance competitiveness. The Government of Karnataka is actively implementing RAMP to foster inclusive growth within its MSME sector. The Karnataka Skill Development Corporation (KSDC), the nodal agency for skill development in the state, has been entrusted with executing a crucial component of this program: a Vocational Sector-specific training program for employees of micro-enterprises. This EOI for Skill Development Training is issued to empanel private Vocational Training Providers (VTPs) to deliver this large-scale upskilling initiative across the state.

2. Objective

The primary objective of this EOI for Skill Development Training is to empanel qualified and experienced training partners to conduct short-term, sector-specific upskilling programs. The program aims to enhance the competitiveness and productivity of employees working in micro-enterprises across Karnataka. By bridging critical skill gaps in technical, entrepreneurship, and soft skills, the initiative seeks to empower the workforce and strengthen the state’s MSME sector.

3. Key Dates

  • EOI Issue Date: 31st March 2026
  • Pre-EOI / Proposal Meeting: 06th April 2026, 11:30 AM at KSDC Head Office, Bengaluru
  • Last Date for Submission of Proposals: 21st April 2026, 12:00 hrs
  • Clarification Submission: Queries can be uploaded on KPPP or emailed before the last date.

4. Scope of Work

The selected Vocational Training Providers (VTPs) will be responsible for a comprehensive scope of work as per KSDC guidelines, including:

  • Registration: Officially register as a Training Partner on the skill mission portal under the CMKKY scheme.
  • Skill Assessment: Undertake assessment of skill requirements and training needs of micro-enterprise employees in identified districts and sectors.
  • Curriculum Alignment: Customize training curricula and job roles to meet specific enterprise requirements, adhering to CMKKY guidelines.
  • Candidate Mobilization: Mobilize and select candidates with support from the client.
  • Training Delivery: Provide high-quality training in a conducive environment, including necessary infrastructure, equipment, and qualified trainers.
  • Trainer Certification: Ensure all trainers obtain Training of Trainers (ToT) certification within two months of the work order.
  • Assessment & Certification: Ensure timely assessment and certification processes in coordination with KSDC.
  • Compliance: Maintain biometric attendance, integrate CCTV surveillance as per specifications, and adhere to all reporting and monitoring procedures.
  • Post-Training Support: Provide handholding support and facilitate convergence with other relevant schemes.

5. Eligibility Criteria for Training Partners

To apply for this EOI for Skill Development Training, applicants must meet the following mandatory criteria:

  • Operational History: Must have been in operation for at least the last 3 years.
  • Past Experience: Must have prior experience in providing skill training to a cumulative total of at least 30,000 candidates (through STT/RPL) in the past 3 years (2022-23, 2023-24, 2024-25).
  • Financial Standing: The average turnover for the last three financial years (2022-23, 2023-24, 2024-25) must be at least INR 2.5 Crores.
  • Certifications: Must possess a valid Udyam Certificate, ISO Certificate, and documented SOPs for training programs. Must also have its own Learning Management System (LMS).
  • Affiliation: Must be an NSDC or KSDC Training Partner for a minimum of 3 years, including the year 2024-25.
  • Infrastructure: Must have a minimum of 20 Training Centres across Karnataka.
  • Human Resources: Must have a minimum of 30 ToT certified trainers.

6. Selection Criteria

The selection of VTPs will be a two-stage process based on a 100-mark system:

  • Stage 1: Technical Evaluation (80 Marks)
    • This stage evaluates the applicant’s eligibility criteria, assigning marks for years of operation (10), average turnover (10), possession of LMS (5), SOPs (5), past experience in training candidates (10), duration as NSDC/KSDC TP (10), number of training centers (15), and number of ToT certified trainers (15).
    • Applicants must score a minimum of 65 out of 80 marks to qualify for the next stage.
  • Stage 2: Technical Presentation (20 Marks)
    • Eligible bidders will be invited for a technical presentation.
    • The final qualification requires a cumulative score of 75 out of 100 marks.

The final allocation of targets will be at the discretion of the nodal department based on the scores obtained.

7. Empanelment Procedure

The process for empanelment is as follows:

  1. Submission of proposal online via the KPPP portal by the last date.
  2. Technical evaluation of submitted documents against the eligibility criteria.
  3. Shortlisted applicants are invited for a technical presentation.
  4. Final selection based on combined technical and presentation scores.
  5. Selected VTPs will be registered on the skill mission portal as Training Partners.
  6. KSDC reserves the right to accept or reject any proposal without assigning any reason.

8. Eligible Beneficiaries

The training program is targeted at:

  • Employees of micro-enterprises in Karnataka (preference to be given).
  • Candidates must be of Karnataka domicile.
  • Candidates must possess a valid Aadhaar card and an Aadhaar-linked bank account.
  • Candidates must meet the minimum educational and qualification criteria defined by the respective Sector Skill Councils (SSCs) for the identified job roles.

9. Total Target to be Trained

The Government of Karnataka aims to train 40,000 employees of identified micro-enterprises over two years (2025-26 and 2026-27) under this program.

10. Job Roles / Course / Focus Area

The focus is on short-term upskilling courses of 24 hours duration. The courses will cover theory, practical sessions, and on-the-job training delivered over one week. The training is for multiple manufacturing sub-sectors, including:

  • Food Processing
  • Automobile
  • Textiles & Apparel
  • Jewellery
  • Furniture
  • Chemicals
  • Plumbing
  • Capital Goods
  • And allied sectors

11. Duration

Each training course is designed to be delivered over a duration of one week, comprising a total of 24 hours of training (18 hours of instruction plus on-the-job training).

12. Funding and Payment Conditions

  • Payment Terms: Payment to the Training Provider will be made in full on the successful completion of assessment and certification of the trained candidates.
  • Cost Norms: The payment for the proposed job roles will be as per the Common Cost Norms prescribed by the Ministry of Skill Development & Entrepreneurship (MSDE), Government of India.
  • Accreditation Fee: An accreditation fee of INR 10,000/- will be paid per job role.
  • No Guarantee of Target: KSDC does not guarantee target allocation to any selected VTP.

  • Mode of Submission: The proposal must be submitted online through the E-Procurement Portal / Karnataka Public Procurement Portal (KPPP) of the Government of Karnataka. Physical submissions are not accepted.

14. Other Terms and Conditions

  • Governing Law: All disputes are subject to the jurisdiction of Civil Courts in Bengaluru, Karnataka.
  • No Consortium/JVs: Consortium or Joint Venture organizations are not eligible to apply.
  • No Sub-contracting: Sub-contracting, sub-lease, or franchisee arrangements are not allowed.
  • Right to Amend/Reject: KSDC reserves the right to amend any condition, withdraw the EOI, or reject any/all proposals at any time without assigning any reason.
  • Confidentiality: All information submitted will be treated as confidential.
  • Force Majeure: Standard force majeure clauses are applicable.
  • Termination: KSDC can terminate the empanelment of a VTP for failure to meet eligibility conditions or performance deliverables.
  • Misrepresentation: Any misrepresentation or misinformation will lead to immediate disqualification.
