Objective
The primary objective of this skill development tender is to select a competent training provider to deliver comprehensive skill training in readymade garment manufacturing. The goal is to ensure sustainable employment for trained women with a guaranteed monthly remuneration, thereby fostering women’s economic empowerment and supporting local economic growth through cluster development.

EMD (Earnest Money Deposit)
Bidders must submit an EMD of INR 2,00,000 via NEFT/RTGS on the e-tendering portal. The EMD will be forfeited in case of bid withdrawal, false information, or failure to sign the contract.
Tender Fees
A non-refundable tender fee of INR 25,000 (inclusive of GST) is required to participate in this skill RFP. Payment must be made online via the e-tendering portal.

Scope of Work
The selected agency will:
- Provide skill training in garment manufacturing to 155 women from Digras Taluka.
- Arrange a training hall (min. 25,000 sq. ft.) with necessary equipment, CCTV, and biometric attendance.
- Supply raw materials, lunch, tea, and transport for participants.
- Ensure a 6-month training course (1040 hours) with a 1:10 facilitator-participant ratio.
- Guarantee employment post-training with a monthly salary of ₹7,000–₹8,000.
- Conduct pre- and post-assessments and provide completion certificates.
- Cover trainees with accidental insurance.
- Submit detailed project reports and undergo final evaluation by a Skill India Mission-approved institute.

Eligibility of Training Partners
- Registered under Companies Act, Partnership Act, LLP Act, Society/Trust Act, or as a VTP/TP/TC.
- Minimum average turnover of ₹1 crore in the last three financial years.
- Positive net worth in the last financial year.
- Prior experience in garment manufacturing training for government/PSU/ULB projects (one project worth ≥ ₹25 lakhs).
- Must own or lease a training hall (25,000 sq. ft.) in Digras or submit a notarized affidavit to arrange within 30 days of LOI.
- Must have GST and Income Tax registration.
- Not debarred/blacklisted by any government/PSU.
- Must have active orders/MoUs with ≥2 apparel manufacturers for garment supply.

- Minimum Qualifying Score: 70 marks
- Commercial Evaluation: L1 (lowest financial bid) selection. Tie-breaker: highest turnover or technical score.
Empanelment Procedure
- Submit technical and financial bids online via the e-tendering portal.
- Technical bids evaluated for minimum eligibility and scoring.
- Financial bids of technically qualified bidders opened.
- L1 bidder issued Letter of Intent (LOI).
- Successful bidder submits performance bank guarantee (5% of contract value) and signs agreement.
- Work order issued post-agreement execution.

Funding and Payment Conditions
- Total Estimated Cost: ₹1,28,91,040 (inclusive of GST)
- Payment Terms:
- No advance payment.
- Training cost: ₹46.70 per hour per woman (1040 hours).
- Food & transport: ₹200 per day per woman.
- 90% payment after 6 months against attendance and progress reports.
- 10% balance after 24 months against employment proof.
- Penalties: For delays in course start, equipment, CCTV, attendance, or employment failure.

Other Terms and Conditions
