Objective
The primary objective is to provide structured German language training aligned with international standards (A1 to B2 levels) and facilitate certification through Goethe-Institut or Telc exams. The program seeks to enhance employability by bridging the skill gap for nursing candidates aspiring to work abroad.

Scope of Work
- Design and deliver German language training (A1 to B2 levels) in 13 government nursing colleges.
- Deploy certified trainers (one per college) with B2/C1 proficiency and 2+ years of experience.
- Ensure 70%+ pass rate in assessments; failure may impact payments.
- Provide LMS access, study materials, and Aadhaar-enabled attendance tracking.
- Facilitate external certifications via Goethe-Institut or Telc.
Eligibility of Training Partners
- Registration: Must be registered under Indian Companies Act, LLP Act, or Partnership Act for 5+ years.
- Turnover: Minimum average annual turnover of ₹3 crore in the last 3 FYs.
- Experience: Trained 250+ candidates in German language offline (2022–25) with 50% certification rate.
- Trainers: 10+ in-house German language trainers on payroll.
- Location: Head office in India and operational branch in Andhra Pradesh.
Selection Criteria
- Technical Evaluation (70% weightage):
- Experience (10 marks), Turnover (10 marks), Candidates trained (20 marks), Certifications (20 marks), Trainers (20 marks), Presentation (20 marks).
- Financial Evaluation (30% weightage): Lowest bidder gets maximum score.
- Minimum Qualifying Score: 70/100 in technical evaluation.
Empanelment Procedure
- Submit technical and commercial bids in separate sealed envelopes.
- Pre-qualification checks followed by technical and financial evaluations.
- Successful bidder signs Service Level Agreement (SLA) within 2 days of LoA issuance.
Eligible Beneficiaries
Nursing students from 13 government nursing colleges in Andhra Pradesh, with 50 candidates per batch.
Total Target to Be Trained
650 candidates (50 per college × 13 colleges).

German language proficiency (A1 to B2 levels) for nursing professionals targeting overseas employment.
Duration
1 year (extendable based on performance review).
Funding and Payment Conditions
- Instalments:
- 5% on batch formation, 15% after A1 completion (90% pass rate), 20% after A2 (90% pass rate), 25% after B1 (80% pass rate), 35% after B2 (70% pass rate).
- Penalties: Liquidated damages for delays/non-performance.

- Online: Via AP e-Procurement Portal.
- Offline: Physical copies to APSSDC head office (3 sealed envelopes: EMD, technical bid, commercial bid).
