Objective of the Skill Development EOI
The primary objective of this EOI for Skill Development Training is to empanel experienced Training Partners for conducting 480 offline FoSTaC basic training programs. Each session will train 60 FBOs, ensuring widespread coverage across Rajasthan. The goal is to build a pool of certified food safety supervisors and improve hygiene standards in the food industry.

EMD (Earnest Money Deposit) and Tender Fees
- Bid Security (EMD): ₹1,72,800 (Bank Guarantee/DD in favor of Commissioner, Food Safety and Drug Control Rajasthan)
- Tender Document Fee: ₹2,360 (including 18% GST)
- RISL Processing Fee: ₹1,500 (DD in favor of MD, RISL)
Scope of Work for Skill Development Training
- Organize 480 offline FoSTaC basic training programs with 60 FBOs per session.
- Conduct training as per FSSAI guidelines and circulars.
- Share training details, reports, attendance, and video recordings with district Food Safety Officers.
- Issue training certificates counter-signed by the Commissioner.
- Maintain an office (permanent/temporary) in Rajasthan during the contract period.
Eligibility Criteria for Training Partners
- Must be an FSSAI-empanelled FoSTaC Training Partner with validity up to 31-03-2026.
- Minimum average annual turnover of ₹43.20 lakhs (50% of estimated bid value) in the last three financial years (2022-23 to 2024-25).
- Submission of PAN, GST registration, latest GST return, and income tax returns for the last three years.
- Prior experience in conducting FoSTaC trainings for government projects.
- Declaration of office presence in Rajasthan.
Selection Criteria for Skill RFP
- Technical Qualification: Compliance with eligibility criteria and document submission.
- Financial Evaluation: Least Cost Method (LCM) – L-1 bidder will be awarded the contract.
- In case of tied L-1 bids, preference will be given to bidders with higher FoSTaC training experience.
Empanelment Procedure for Training Partners
- Submit technical and financial bids online via http://eproc.rajasthan.gov.in.
- Provide self-declaration, conformity certificate, and experience proof.
- Successful bidders will sign a one-year contract and submit a Performance Bank Guarantee (5% of contract value).
Eligible Beneficiaries for Training
- Active Licensee/Registered Food Business Operators (FBOs) of Rajasthan.
- Participants will be selected based on data from the FOSCOS portal provided by FSSAI.
Total Target to be Trained
- 480 training batches × 60 FBOs per batch = 28,800 FBOs to be trained across Rajasthan.

- GST will be paid separately; TDS will be deducted as per prevailing rules.
- No price escalation allowed during the contract period.
