The Assam Minorities Development Board (AMDB) has released a Request for Proposal (RFP) for empanelling reputed coaching institutes to provide UPSC/APSC entrance exam coaching for notified minority communities in Assam for the 2024-25 scheme year. The initiative aims to enhance educational and career opportunities for minority students by offering structured coaching for civil services examinations.

Objective

The primary objective of this RFP is to:

• Provide high-quality coaching for UPSC (Union Public Service Commission) and APSC (Assam Public Service Commission) examinations.
• Support 31 minority candidates in clearing preliminary and mains examinations.
• Ensure comprehensive training in General Studies (Prelims & Mains) and CSAT (Civil Services Aptitude Test).
• Facilitate hostel, study materials, and mentorship for enrolled candidates.

EMD (Earnest Money Deposit)

• Rs. 1,25,000/- (Non-refundable, except for unsuccessful bidders).
• Must be submitted online via Assam Tenders Portal.

Tender Processing Fee

• Rs. 1,250/- (Non-refundable).
• Payable online at Assam Tenders Portal.

Scope of Work

• Provide one-year coaching for 31 minority candidates.
• Cover General Studies (Prelims & Mains) + CSAT.
• Conduct regular tests, answer-writing sessions, and mentorship programs.
• Arrange hostel facilities (separate for boys & girls), food, and transportation.
• Submit monthly progress reports to AMDB.

Eligibility of Training Partners

1. Registration & Legal Status:

• Must be registered as a Society/Trust/Company/Proprietorship/Partnership.
• Submit Registration Certificate, GST, PAN, and Trade License.

1. Experience:

• Minimum 4 years of operational experience (as of 01/04/2024).
• Prior experience in UPSC/APSC coaching preferred.

1. Financial Stability:

• Average annual turnover of Rs. 100 lakhs (last 3 financial years).

1. Infrastructure:

• Minimum 3 classrooms (capacity: 40 students each).
• Separate hostel facilities for boys and girls.

1. Faculty:

• At least 10 faculty members with 4+ years of UPSC/APSC coaching experience.

Selection Criteria (QCBS Method)

• Technical Evaluation (70% Weightage):
• Work Experience (UPSC/APSC Coaching) – 20 marks.
• Government Sector Experience – 5 marks.
• Faculty Strength – 10 marks.
• Enrolment & Success Rate – 30 marks.
• Infrastructure – 20 marks.
• Financial Evaluation (30% Weightage):
• Lowest bidder gets maximum financial score (100).
• Minimum qualifying score: 60/100 in technical bid.

Empanelment Procedure

1. Submit Technical & Financial Bids (separate sealed envelopes).
2. Technical Bid Evaluation (minimum 60 marks required).
3. Financial Bid Opening (only for technically qualified bidders).
4. Final Selection based on combined QCBS score (70% technical + 30% financial).
5. Physical Verification of institute before contract award.

Eligible Beneficiaries

• Candidates from notified minority communities in Assam.

Total Target to be Trained

• 31 candidates.

Job Roles / Course Focus

• UPSC & APSC Civil Services Coaching (General Studies + CSAT).

Duration

• 1 year from the contract signing date.

Funding & Payment Conditions

• No advance payment.
• Payment based on actual candidate enrolment (proportional if <31).
• 2% Performance Security (Bank Guarantee/FD) required post-selection.
• Tax deductions (TDS) applicable as per law.
