
Expression of Interest (EOI) – Empanelment of NGOs for Rogi Sahayata Kendra
1. Introduction:
Rampurhat Government Medical College & Hospital, under the Government of West Bengal, invites Expressions of Interest (EOI) from eligible Non-Governmental Organizations (NGOs) to run the Rogi Sahayata Kendra (RSK) at the hospital. The objective is to provide real-time information and assistance to patients and their families, ensuring smooth access to healthcare services. The contract will be for one year, extendable up to three years, based on performance review.

2. Key Dates:

4. Objectives:
- Establish an information center to provide accurate healthcare service details to patients and visitors.
- Guide patients and visitors regarding available medical services.
- Facilitate real-time assistance for accessing hospital services efficiently.
- Assist in patient grievance redressal and record maintenance.
- Promote awareness of government health schemes like JSSK (Janani Shishu Suraksha Karyakram) and RSBY (Rashtriya Swasthya Bima Yojana).

5. Scope of Work:
- Provide round-the-clock (24×7) assistance in three shifts, 365 days a year.
- Maintain an updated information database for hospital services.
- Receive and process patient complaints/grievances, forward them to the Superintendent.
- Maintain a checklist for Doctor-Patient meetings.
- Provide public announcements through a Public Address System.
- Assist in the registration and processing of RSBY patients.
- Maintain a list of high-risk and serious patients.
6. Eligibility Criteria for Training Partners:
- Legal Registration:
- Must be registered under the Societies Registration Act, 1961, or similar laws.
- Experience:
- Minimum 3 years of experience in the healthcare or social development sector.
- Financial Stability:
- Must have submitted Annual Returns to the Registrar of Societies for the last three financial years.
- Must provide audited financial statements for the last three years.
- Presence in the District:
- Must have a registered office in Birbhum district.
- Statutory Compliance:
- Must have valid PF & ESI registration certificates.
7. Selection Criteria:

8. Eligible Beneficiaries:
- Patients and visitors at Rampurhat Government Medical College & Hospital.
- Healthcare service providers requiring support for information dissemination.
9. Job Roles or Courses Covered:

10. Duration of Training/Contract:
- Initial Contract: One year
- Extension: Up to three years, based on performance.
11. Payment Conditions:
- Remuneration for Rogi Sahayak: INR 10,826 per month per person.
- Administrative Cost: INR 2,500 per unit per month.
- Number of Rogi Sahayak Positions: 16.
- Payment will be disbursed monthly upon verification of services rendered.

13. Other Terms & Conditions:
- Management & Monitoring:
- The NGO must appoint a supervisory official to coordinate with hospital authorities.
- Operational Requirements:
- The hospital will provide furniture, drinking water, and toilet facilities.
- Work Restrictions:
- The Rogi Sahayaks must work exclusively for patient services and cannot be assigned other duties by the NGO.
- Application Rejection Conditions:
- Late submissions.
- Incomplete applications or missing signatures.
- Missing official seals or statutory enclosures.
- Dispute Resolution:
- Any legal disputes will fall under the jurisdiction of courts in West Bengal.
- Right to Reject EOIs:
- The hospital reserves the right to accept or reject any application without providing a reason.
