Objective
The primary objective of these schemes is to support the development and dissemination of Urdu language and literature by providing financial assistance to authors, NGOs, and institutions. The focus is on preserving rare manuscripts, encouraging research, and promoting literary and cultural activities related to Urdu.

Scope of Work
The scope of work under the schemes includes:
- Publication of Manuscripts: Financial assistance for publishing rare manuscripts, research-oriented books, dictionaries, and critical literary works.
- Projects: Support for reference books, reprinting rare books, transliteration, and translation projects.
- Bulk Purchase of Books/Journals: Purchase of books published in the previous or current year and registered periodicals/journals.
- Seminars/Conferences/Workshops: Financial assistance for organizing events on linguistic, literary, and cultural traditions.
Eligibility of Training Partners
Not applicable, as these schemes are targeted at authors, NGOs, and institutions for literary and research activities.
Selection Criteria
Applications will be evaluated based on:
- Quality and relevance of the manuscript/project.
- Completeness of the application, including detailed synopsis (for projects) and comprehensive ‘Muqaddama’ (for manuscripts).
- Priority given to creative research and critical-based works.
- Registration status of NGOs/institutions (must be registered for at least three years and listed on the NITI Aayog NGO Portal Darpan).
Empanelment Procedure
- Submit a fully completed application form along with required documents.
- Applications must adhere to the specified format and guidelines available on the NCPUL website.
- Only one application per applicant per financial year will be considered.
Eligible Beneficiaries
- Authors, researchers, and scholars working on Urdu, Arabic, or Persian manuscripts.
- Registered NGOs, societies, trusts, and institutions with a focus on Urdu language and literature.
- Universities and organizations organizing seminars/conferences/workshops on relevant subjects.

Other Terms and Conditions
- Only typed manuscripts with at least 100 pages will be considered.
- Manuscripts without a detailed ‘Muqaddama’ will be rejected.
- Books financed by other institutions or award-winning books are ineligible for bulk purchase.
- Applicants who applied in 2022 must reapply for the 2025-2026 cycle.
- Incomplete or multiple applications from the same applicant will be rejected.
