1. Introduction

The Bihar Skill Development Mission (BSDM) invites Expression of Interest (EOI) from eligible Industry Partners, Sector Skill Councils, Industry Associations, and Recognized Academic Institutions for the Establishment and Operation of Mega Skill Centers (MSCs) across divisional headquarters in Bihar. This initiative is part of the 7 Nischay Programme aimed at empowering youth through skill development, employment, and entrepreneurship.

2. Objectives

Bridge the skill gap between industry needs and existing training ecosystems.
Establish state-of-the-art skill centers with modern labs and industry-aligned curricula.
Provide hands-on training through live projects and industry linkages.
Enhance employability of Bihar’s youth for domestic and global job markets.
Ensure sustainable skill development through public-private partnerships.

4. EMD & Tender Fees

Document Fee: ₹5,000 (non-refundable)
Payable via Demand Draft in favour of “Bihar Skill Development Mission,” payable at Patna.

5. Scope of Work

The selected agency will:

Establish and operate Mega Skill Centers in designated sectors and locations.
Set up modern training labs, IT infrastructure, and learning facilities.
Deliver NSQF-aligned, industry-relevant training.
Provide trainers, course content, e-learning material, and practical kits.
Ensure end-to-end skilling – mobilization, training, assessment, certification, and placement.
Facilitate industry linkages, internships, and job placements.
Maintain and upgrade infrastructure throughout the project period.

6. Eligibility Criteria for Training Partners

Must be a legally registered entity (Company, Trust, Society, LLP, etc.) for at least 10 years.
Must be an Industry Partner / Sector Skill Council / Industry Association / Recognized Academic Institution.
Average annual turnover of at least ₹20 crore in last 3 FYs (2022-23 to 2024-25).
Minimum 5 years of experience in skill development/training/employee capacity building.
Must hold ISO 9001 / ISO 21001 / ISO 29990 or equivalent certification.
Not blacklisted by any Central/State Govt./PSU.

7. Selection Criteria

Shortlisting based on EOI submission.
Final selection at RFP stage through weighted evaluation (Technical + Financial Proposal).
Past experience, financial strength, infrastructure plan, and industry linkages will be key parameters.

8. Empanelment Procedure

Submit separate EOI for each sector & location in sealed envelopes.
EOI must include original + copy in separate envelopes.
Shortlisted applicants will be invited for RFP.
No guarantee of work allocation post-empanelment.

9. Eligible Beneficiaries

Youth of Bihar seeking skill training and employment.
Focus on school dropouts, unemployed graduates, and women candidates.
Priority for candidates from rural and economically weaker sections.

10. Total Target to be Trained

Focus on large-scale skilling, upskilling, and reskilling across identified sectors.
