2. BACKGROUND & OBJECTIVE
The Uttarakhand Tourism Development Board (UTDB) aims to position Uttarakhand as a premier global tourism destination. The state, known as “Devbhumi” (Land of the Gods), offers immense potential for nature-based and adventure tourism including trekking, river rafting, skiing, and paragliding.
Objective: To empower local youth by equipping them with specialized skills and certification programs in outdoor education, wilderness medicine, and guide capacity building. The selected agency shall conduct certified training programs for guides, pilots, operators, and trek leaders registered with or identified by UTDB.
3. SCOPE OF WORK
3.1 Eight Training Programs
The selected agency must design, deliver, certify, and quality-assure all eight training programmes:

3.4 Training Facilitation
Agency Responsibilities:
