1. BACKGROUND & INTRODUCTION

The Textile Sector Skill Council (TSC) is an industry-led body established under the National Skill Development Corporation (NSDC) and recognized as an Awarding Body by the National Council for Vocational Education and Training (NCVET) under the Ministry of Skill Development & Entrepreneurship (MSDE), Government of India.

TSC’s Core Functions:

  • Development of National Occupational Standards (NOS)
  • Creation of Qualification Packs (QPs)
  • Design of training curricula
  • Establishment of certification systems
  • Implementation of quality assurance frameworks

2. INDICATIVE ROLES & RESPONSIBILITIES OF EMPANELLED TRAINING PARTNERS

A. Candidate Mobilization

  • Community awareness and mobilization
  • Candidate counselling and registration
  • Eligibility verification
  • Mobilization of youth, artisans, weavers, SHGs, women, and other target groups

B. Training Delivery

  • Deliver NSQF-aligned training programmes
  • Follow TSC-approved Qualification Packs and curriculum
  • Deploy suitably qualified trainers (including TSC Certified Trainers)
  • Ensure availability of machinery, equipment, and consumables
  • Conduct classroom, practical, blended, or workplace-based training

C. Infrastructure Management

Training Centres shall maintain:

  • Classrooms
  • Practical laboratories/workshops
  • Textile machinery and equipment
  • Adequate IT infrastructure and reliable internet connectivity
  • Safety provisions
  • Drinking water and sanitation facilities

D. Assessment & Certification

  • Coordinate assessments with TSC
  • Prepare candidates for assessment

F. Monitoring & Compliance

3. ELIGIBILITY CRITERIA

A. For Textile Mill Sector Job Roles (Annexure I)

Mandatory Requirements

  1. Online Application: Training Partner affiliation through online application
  2. Certified Trainers: Availability of TSC Certified Trainers or commitment to deploy/certify trainers before training commencement
  3. Infrastructure: Adequate training infrastructure as prescribed by TSC
  4. Compliance: Adherence to TSC Affiliation Guidelines and Quality Assurance Framework
  5. Statutory Compliance: Compliance with applicable statutory and regulatory requirements

4. TRAINING PARTNER AFFILIATION PROCESS
