Detailed Summary of the EOI
1. Introduction
The State Management Unit (SMU) – DDUGKY, under the Department of Rural Development, Government of Maharashtra, invites Expressions of Interest (EOI) from competent and credible Project Implementing Agencies (PIAs) for the implementation of DDU-GKY 2.0 across rural areas of Maharashtra.
- DDU-GKY is a Centrally Sponsored Scheme with a funding ratio of 60% from Government of India and 40% from the State Government.
- The scheme targets rural poor youth aged 18 to 35 years (and up to 45 years for certain special groups as per guidelines).
- It prioritizes inclusivity for SCs, STs, women, persons with disabilities, minorities, and marginalized communities.
- DDU-GKY 2.0 focuses on systemic reforms, quality enhancement, demand-driven skill development, rigorous quality assurance, industry engagement, and stronger post-placement support.
- All guidelines, SOPs, notifications, orders, circulars, and directions issued from time to time by the Central and State Governments are applicable to PIAs and their projects.
2. Objectives of the EOI
- To identify and empanel Training Partners capable of implementing quality skill training and placement projects as PIAs for regular projects and/or captive projects for rural youth.
- The core outcome remains placement — wage employment, self-employment, or gig employment — verified as per DDU-GKY 2.0 guidelines.
- Only verified placements will be counted for fund calculation and adjusted against advance funds disbursed to the training partner.
3. Scope of Work
Selected PIAs must:
- Conduct mobilization drives in assigned districts/blocks.
- Enroll eligible candidates after final selection by the PIA itself.
- Deliver training through SMART-compliant centres with infrastructure, equipment, and faculty aligned to QP-NOS standards.
- Ensure certification through Sector Skill Councils (SSCs).
- Provide employment with minimum monthly wages of the concerned state where the candidate is placed.
- Ensure placement of a minimum of 70% of trained candidates within 6 months of training completion.
- Provide post-placement tracking and handholding support.
- Work on all operational modules of the DDU-GKY 2.0 Portal and submit timely reports and data.
- Comply with all other guidelines, SOPs, notifications, orders, circulars, and directions issued from time to time.
