1. Introduction

4. Tender Fee and Earnest Money Deposit (EMD)

5. Scope of Work

The selected Sending Organization (SO) will be responsible for a comprehensive range of services, as outlined in this EOI for Skill Development Training:

  1. Candidate Mobilization & Selection: Shortlisting approximately 150 candidates from Himachal Pradesh in batches of 10-15.
  2. Training: Providing rigorous training in the Japanese language (including preparation for JLPT/NAT-TEST), Japanese culture, work ethics, and program-specific skills.
  3. Placement & Liaisoning: Concluding agreements with Supervising Organizations/Implementing Organizations in Japan for trainee acceptance.
  4. Pre-Departure Formalities: Arranging for travel documents (passport, visa), medical check-ups, and travel arrangements to Japan.
  5. Post-Placement Support: Providing counseling and liaisoning support to trainees and their families in Himachal during their stay in Japan.
  6. Reintegration: Facilitating the placement of returning trainees in relevant domains within India to utilize the skills acquired in Japan.
  7. Reporting: Submitting monthly status reports on the trainees and workers to the concerned authorities.

6. Eligibility Criteria for Training Partners

Proprietorship firms are ineligible. The following are the key qualifying requirements for applicants:

  • Legal Entity: Must be a legally constituted entity in India, such as a Company, Partnership firm, LLP, Society, or Trust.
  • Financial Eligibility:
    • Average annual turnover of at least INR 2 Crore in the last three financial years (2022-23, 2023-24, 2024-25).
    • Positive net-worth in each of the last three financial years.
  • Experience:
    • Proven track record of providing skill development and Japanese language training.
    • Minimum 3 years of experience in successfully placing candidates in international positions.
    • Prior experience in training under TITP and SSW Programmes.
  • General Criteria:
    • Must be an empaneled Sending Organization registered with the Ministry of External Affairs (MEA), Government of India.
    • Should be verified by the Organization for Technical Intern Training (OTIT) / JITCO.
    • Must have a registered office with representatives in Japan.
    • Should not be blacklisted by any Central/State Government body.

7. Selection and Empanelment Procedure

The selection process is a two-bid system (Technical and Financial) evaluated online on hptenders.gov.in.

  1. Bid Submission: Applicants must submit their bids online in two separate covers:
    • Cover-I (Technical Bid): Contains tender fee proof, EMD proof, eligibility docs, pre-qualification criteria, technical evaluation criteria, and all prescribed annexures.
    • Cover-II (Financial Bid): Contains the Bill of Quantity (BOQ) with financial quotes and Annexure II.
  2. Technical Evaluation: Bids will be evaluated on a 100-mark scale based on criteria like experience in TITP/SSW, number of candidates placed, Japanese language training experience, and financial capabilities.
    • Minimum Qualifying Marks: 70 out of 100.
  3. Financial Evaluation: Financial bids of only technically qualified bidders will be opened. The contract will be awarded on a Least Cost Basis (L1 Basis) .

8. Eligible Beneficiaries

13. Other Important Terms and Conditions

  • Bid Validity: The bid must be valid for 180 days from the date of bid opening.
  • Performance Bank Guarantee (PBG): The successful bidder must submit a PBG of ₹10 Lakhs valid for 5 years or the contract period.
