1. Introduction:
The Ratan Tata Maharashtra State Skills University (RT-MSSU) invites Expressions of Interest (EOI) from institutions, universities, and industry stakeholders to partner in delivering skill-based education in Public Relations and New Age Media. The objective is to foster industry-academia collaboration to enhance employability and entrepreneurship opportunities in the field.

2. Key Dates:
- EOI Issue Date: 6th March 2025 (10:30 AM)
- Last Date for Requesting Clarifications: 11th January 2025 (10:00 AM)
- Date & Time for Clarifications Meeting: 11th February 2025 (03:00 PM)
- Deadline for Application Submission: 19th March 2025 (12:30 PM)
- Technical Application Opening: 20th March 2025 (01:00 PM)
3. Tender Fee & Earnest Money Deposit (EMD):
- Tender Fee: INR 20,000 (Non-refundable)
- Payment Method: Online via the Maharashtra e-Tendering portal.
4. Objectives:
- Establish a structured framework for Public Relations and New Age Media skill development.
- Offer industry-relevant training through short-term and long-term courses.
- Facilitate entrepreneurship and job readiness in the media sector.
- Strengthen industry-academia partnerships.

5. Scope of Work:
- Mobilize and select candidates for skill programs.
- Conduct training programs aligned with NSQF guidelines.
- Provide placement assistance and post-certification support.
- Develop industry-driven course curricula and ensure on-the-job training.
- Monitor student progress through biometric attendance and online platforms.
- Organize skill assessments and certification processes.
6. Eligibility Criteria for Training Partners:
- Legal Registration: The entity must be registered under the Companies Act, LLP Act, Societies Registration Act, or Trust Act.
- Experience: Minimum two years of experience in Public Relations or media-related training.
- Financial Stability:
- Minimum average turnover of INR 60 Lakhs in the last two out of three financial years.
- Positive net worth for the past two years.
- Accreditations: Should have experience in delivering PG Diplomas in PR or equivalent training.
7. Selection Criteria:
- Experience in Public Relations Training (Max 20 Marks)
- Number of Trained Candidates in PR (Last 3 Years) (Max 20 Marks)
- Placement Performance in Past Training Programs (Max 20 Marks)
- Presentation on Approach, Methodology & Implementation Plan (Max 40 Marks)

- Graduates seeking career opportunities in Public Relations and New Age Media.
- Entrepreneurs aiming to establish media-based startups.
- Industry professionals looking to upgrade their skills.
9. Job Roles or Courses Covered:
- Master’s in Public Relations and New Age Media (RT-MSSU Approved)
- Industry-driven certifications in Digital Media, Corporate Communications, and Crisis Management.
10. Duration of Training:
- Short-term courses: 3-6 months
- Long-term courses: 1-2 years (PG Diploma/Master’s Program)
11. Payment Conditions:
- Payments shall be released based on milestones outlined in the Common Cost Norms of Government of Maharashtra.
- Payments will be made post successful completion of training, certification, and placement tracking.

13. Other Terms & Conditions:
- Performance Security: 3% of the project value as a Performance Bank Guarantee.
- Contract Validity: Partnerships will be valid for a period of 3 years, subject to performance review.
- Non-Compliance Penalty: Non-adherence to guidelines may result in penalties and termination of contract.
- Grievance Redressal: Disputes shall be handled through the Student Grievance Redressal Committee (SGRC) of RT-MSSU.
- Confidentiality Clause: All partners must maintain confidentiality regarding training data and institutional policies.
