1. INTRODUCTION
The Jharkhand Skill Development Mission Society (JSDMS), an autonomous institution under the Department of Labour, Employment, Training and Skill Development, Government of Jharkhand, has issued this Expression of Interest (EoI) . The primary goal is to invite Apparel Industries operating within the state to apply for empanelment as Training Service Providers (TSPs) . 2. OBJECTIVE
The core objective of this EOI is to bridge the gap between industry requirements and the skills of the youth. By empaneling apparel industries as “Captive Employers,” JSDMS aims to:
- Ensure training is directly aligned with the actual operational needs of the industry.
- Provide assured placement to trained candidates within the same industry (captive employment).
- Enhance the employability of Jharkhand’s youth by making them “industry-ready” from day one.
- Encourage industries to utilize their own in-house infrastructure for training, ensuring relevance and quality.
3. KEY DATES (TENTATIVE SCHEDULE)
- Date of Publishing of EOI: 10th March 2026

4. TENDER FEE AND EARNEST MONEY DEPOSIT (EMD)
- Tender Fee: A non-refundable fee of INR 10,000/- (Ten Thousand Only) must be paid online.
- EMD (Bid Security): A refundable sum of INR 2,50,000/- (Two Lakh Fifty Thousand Only) must be paid online. Proposals without the EMD will be rejected.
- Refund: EMD for unsuccessful bidders is refunded within 60 days of process completion. For successful bidders, it is refunded upon submission of the required Performance Bank Guarantee.
- Forfeiture: EMD will be forfeited if the applicant withdraws/modifies the bid, fails to sign the agreement within 10 working days of LoI issuance, or fails to deposit the Performance Bank Guarantee.
5. SCOPE OF WORK
The empaneled Training Service Providers (TSPs) will be responsible for:
- Implementing a “Recruit, Train and Deploy” (RTD) model.
- Sourcing and selecting youth trainees as per their captive manpower requirement.
- Providing NSQF-aligned training, either at their own industry premises or at designated centres.
- Conducting mandatory external assessments of trainees.
- Ensuring minimum 70% placement of the trained candidates.
- Providing captive employment to the trained candidates for a minimum period of three (03) months post-training.
- Adhering to the Common Cost Norms notified by the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India.
- Maintaining all data on the JSDMS portal, including Aadhaar-seeded bank details for Direct Benefit Transfer (DBT).
6. ELIGIBILITY CRITERIA FOR TRAINING PARTNERS
Applicants must be a legal entity (Partnership firm, Pvt./Public Ltd. Company, LLP, Society, Trust) meeting the following criteria:
- Legal Existence: Minimum of 3 years as on the date of application.
- Financial Turnover: Average annual turnover of at least INR 5 Crores in the last 3 financial years, with at least 50% of this turnover from operations in Jharkhand.
- Net Worth: Positive net worth in the last 3 financial years.
- Compliance: Must possess valid EPFO/ESIC/Factory registration, PAN/TAN/GST, and a certificate of incorporation/registration.
- Clean Record: The organization or its directors must not have been blacklisted or found guilty by any court or regulatory body.
- Ineligibility: Apparel industries already empaneled with JSDMS as TSPs under MMSY are not eligible to apply.
7. SELECTION AND EVALUATION CRITERIA
The selection will be based on a Quality Based Selection (QBS) method, comprising two stages:
- Part A: Technical Proposal Evaluation (85 Marks):
- Legal Status (20 Marks): Type of agency and duration of operation in Jharkhand.
- Technical Capability (20 Marks): Years of experience in providing employment and number of jobs created in Jharkhand in the last 3 years.
- Financial Capability (30 Marks): Average annual turnover and positive net worth.
- Ownership of Proposed Training Centre (10 Marks): Preference for centres located near the industry.
- Geographical Presence (5 Marks): Presence of industry in multiple states.
- Part B: Technical Presentation (15 Marks):
- Shortlisted applicants (scoring at least 50 marks in Part A) will be called for a presentation before the Evaluation Committee. This will assess their understanding of the skill ecosystem, approach to the RTD model, and employment strategies.
8. EMPANELMENT PROCEDURE
- Submission: Eligible applicants must submit their proposals online via the e-tendering portal.
- Evaluation: Proposals are evaluated for responsiveness and then scored based on the technical criteria.
- Presentation: Technically qualified bidders are invited for a presentation.
- Empanelment: A final ranking list is prepared, and successful applicants are empaneled for a period of Three (3) years, extendable up to 5 years.
- Letter of Intent (LoI): Empaneled agencies receive an LoI based on JSDMS’s requirements. They must complete the accreditation process on the Skill India Portal within 180 days.
- Work Order: A work order is issued for one year after successful centre and hostel inspection.
- Performance Review: Renewal of the work order for the next year is subject to achieving 70% of the annual training target and 70% placement (with 3-month employment tracking).
9. ELIGIBLE BENEFICIARIES (TRAINEES)
The training programs are designed for the youth of Jharkhand. While the specific target group may vary by sub-scheme under MMSY (e.g., SJKVY, EXCEL, BIRSA), the primary focus is on:
- Youth in the age group of 18-35 years.
- College students (for the EXCEL program).
- Candidates seeking employment within their local areas (for the BIRSA scheme).
10. TOTAL TARGET TO BE TRAINED
Empaneled organizations must commit to a minimum training target. For this EOI, “Every Captive Employer is required to commit to train minimum 3000 candidates in the period of three (03) years, which shall be increased based on the capacity.”
11. JOB ROLES / COURSES / FOCUS AREA
- Sector: Apparel Manufacturing.
- Courses: Training must be provided for job roles relevant to the apparel industry.

12. DURATION

- Empanelment: The empanelment agreement with JSDMS is valid for three years, with a possible extension up to five years.
13. FUNDING AND PAYMENT CONDITIONS
- Funding Source: Funding will be provided by JSDMS under the “Mukhymantri Sarthi Yojna” as per the applicable guidelines.
- Payment Norms: All payments to TSPs will be strictly as per the “Common Cost Norms” notification and its amendments issued by the MSDE, Government of India.
- Reimbursement: Claims for reimbursement, including residential costs (food and lodging), must be supported by Aadhaar Enabled Biometric Attendance System (AEBAS) records and other required documents.
- Performance Bank Guarantee: Organizations will be required to submit a Bank Guarantee equivalent to 3% of the total project value upon receiving a work order.

15. OTHER IMPORTANT TERMS AND CONDITIONS
- Consortium/Joint Venture: Not allowed.
- Validity of Proposal: Bids must remain valid for 180 days from the last date of submission.
- Subletting: Subletting or franchising of training targets is strictly prohibited and will lead to blacklisting.
- Centre Accreditation: TSPs must get their centres accredited as per the SMART guidelines of NSDC and MSDE.
- Data Upload: TSPs are responsible for the accurate and timely upload of all candidate data on the JSDMS portal. Failure to do so may result in no further work orders.
- Termination: JSDMS reserves the right to terminate the empanelment of any TSP earlier than the agreement period based on performance.
- Right to Reject: JSDMS reserves the right to accept or reject any or all proposals without assigning any reason.
