Introduction
The Bihar Skill Development Mission (BSDM), under the Department of Labour Resources, Government of Bihar, has issued a Request for Proposal (RFP No. BSDC/RFP-40-2016(Part-II)-02) for the selection of Training Partners (TPs) to implement the Kushal Yuva Program (KYP). The program aims to enhance the employability of Bihar’s youth through digital literacy, communication skills, and soft skills training.
BSDM invites proposals from eligible organizations to operate 10 Block Skill Development Centers (BSDCs) on an “As is Where is” basis. Selected partners will set up infrastructure and conduct training as per BSDM guidelines.
Objective
The primary objective of this RFP is to:
- Empanel skilled training partners to deliver KYP courses.
- Enhance youth employability through IT literacy, English/Hindi communication, and workplace readiness skills.
- Allocate BSDCs to organizations for setting up training infrastructure.
- Ensure quality skill development in alignment with Bihar’s “7 Resolves” initiative.

Earnest Money Deposit (EMD) & Tender Fees

Scope of Work
Selected Training Partners will:
- Set up infrastructure in allotted BSDCs (CCTV, IT labs, biometric attendance, etc.).
- Mobilize & counsel candidates (15-28 years).
- Conduct 240-hour KYP training (IT literacy, communication, soft skills).
- Ensure compliance with BSDM’s attendance (80% mandatory), assessment, and certification norms.
- Use BSDM’s online portal for batch management, attendance, and payments.
Eligibility Criteria for Training Partners
- Legal Status: Registered entity (Proprietorship/Partnership/Trust/Society/Company/LLP) before 31.03.2021.
- Financial Turnover: Minimum ₹50 lakh average annual turnover (FY 2021-22 to 2023-24).
- Experience: Certified 600+ candidates in skill training programs in the last 3 years.
- Blacklisting Status: Must submit an affidavit confirming no debarment by any government body.
- Existing KYP Centers: Organizations with 2+ KYP centers under BSDM are ineligible.
Selection Criteria (Technical Evaluation – 100 Marks)

Empanelment Procedure
- Eligibility Screening → Technical Evaluation → Center Allocation (based on ranking & preference).
- Performance Guarantee: ₹1,00,000 per center (refundable after contract completion).
- Agreement Signing: Within 30 days of Letter of Empanelment (LoE).
- Registration Deadline: 60 days to set up BSDC (penalty: ₹25,000/week delay).
Eligible Beneficiaries
- Age: 15-28 years (relaxation up to 33 for SC/ST/PwD).
- Minimum Qualification: Class 10 pass.
- Target Groups: Unemployed youth, technical students (no age bar for direct registration).
Total Target & Job Roles
- 10 BSDCs allocated across Bihar (Patna, Nalanda, Samastipur, etc.).
- Course: Kushal Yuva Program (KYP) – 240 hours (IT, Communication, Soft Skills).
- Batch Size: 20-30 candidates.
Funding & Payment Conditions
- Training Cost: ₹40/hour per certified candidate (after deductions).
- Rent Deduction: Based on BSDC category (₹1,200–₹2,400/month).
- Payment Schedule:
- 30% after 1/3rd course completion.
- 30% after 2/3rd completion.
- 40% post-certification.
Mode of Submission
- Online Only: Via e-Proc Bihar Portal.
- Digital Signature (DSC) Required (Class II/III).
Other Key Terms & Conditions
- No Subcontracting: Violation leads to blacklisting.
- Force Majeure: BSDM may modify/terminate the contract.
- Dispute Resolution: Arbitration in Patna under Indian law.
