3. Tender Fee and Earnest Money Deposit (EMD)

  • Tender Fee: A non-refundable fee of INR 5,000/- must be submitted via Pay Order/Demand Draft in favor of “The Director, Directorate of Skill Development” along with the proposal. Non-submission may lead to bid rejection.

4. Scope of Work

The selected Implementing Agency shall be responsible for the end-to-end execution of the skilling initiative. The comprehensive scope of work as per this skill RFP includes:

  • Candidate Assessment and Selection: Designing and conducting standardized assessments for at least 500 nominated students to shortlist candidates based on merit and aptitude.
  • AI Skills Training (Offline Instructor-Led):
    • Engineering Cohort: Training in core AI/ML concepts, applied AI, and project-based learning for job readiness.
    • Non-Engineering Cohort: Training in AI-enabled digital skills, data analytics, UI/UX, and AI-assisted productivity tools using low-code/no-code platforms.

5. Eligibility Criteria for Training Partners

    • Minimum ten (10) years of experience in designing and delivering training programs.
    • Experience in executing large-scale, instructor-led programs for Government, PSUs, or reputed private sector organizations.

  • Technical Capability: Demonstrated experience in technology-enabled or digital skilling programs, specifically in emerging areas like Artificial Intelligence.
  • Institutional Associations: Formal association or collaboration with at least two (2) premier national institutions (IITs and/or IIMs) for academic collaboration, certification, or program delivery.
  • Global Collaboration: A formal partnership (with valid MoU/Agreement) with a leading global Artificial Intelligence company.
  • Trainer Availability: Qualified trainers with a minimum of three (03) years of experience in AI, Japanese Language, and soft skills.

6. Selection Process and Evaluation Criteria

The selection of the Implementing Agency will follow a two-stage process based on the Quality and Cost Based Selection (QCBS) method with a weightage of 70% for Technical and 30% for Financial.

Stage 2: Financial Evaluation
The financial bids of only technically qualified bidders will be opened. The financial score is normalized based on the lowest quote.

7. Empanelment Procedure

This is a direct selection process through an open RFP, not a panel empanelment. The Directorate of Skill Development reserves the right to award the work to one or more successful bidders. If awarded to multiple agencies, they will be required to render services at the L-1 (lowest) rates. The successful bidder will receive a Letter of Intent (LOI) and must execute a formal agreement within 15 days.

10. Programme Duration and Funding

  • Duration: The contract will be valid for a period of one (1) year from the date of issuance of the LOI/Work Order, with a possibility of extension.
  • Funding and Payment Conditions:
    • The quoted rates must be exclusive of all taxes (GST, etc.), which should be mentioned separately.
    • Payment will be made against proforma GST invoices.
    • Performance Security Deposit of 5% of the total contract value must be submitted within 30 days of award of contract, in the form of a Bank Guarantee.
    • Liquidated Damages will be levied at 0.5% of the contract value per week of delay, subject to a maximum of 10%.
