2. Objective
The primary objectives of this skill RFP are:
- To empanel reputed Training Partners with proven experience in running government-sponsored skill programs.
- To provide quality, industry-relevant skill training that leads to sustainable wage or self-employment for PwD and Transgender candidates.
- To create an effective ecosystem for domain skilling, including mobilization, training, assessment, certification, and placement.

8. Empanelment Procedure
- Online Submission: Bidders submit proposals via e-Proc portal with all Tech forms and annexures.
- BSDM Technical Evaluation: Proposals scored out of 100; those with ≥70 marks are empaneled.
- List Publication: BSDM publishes empaneled TP list on its portal.
- Department-Level Technical Presentation: Empaneled TPs present before the concerned department (max 5 minutes, 50 marks, need ≥70% to qualify).

12. Training Duration

- Empanelment Period: 3 years, with annual performance evaluation.
